  1 An Act to establish a targeted skills training program and fund
  2    in the department of workforce development and making an
  3    appropriation.

  1  1    Section 1.  NEW SECTION.  84A.11  TARGETED SKILLS TRAINING
  1  2 PROGRAM AND FUND.
  1  3    1.  A targeted skills training program is established in
  1  4 the department of workforce development to provide high=skills
  1  5 training for employees in certain targeted industries
  1  6 including life sciences, advanced manufacturing,
  1  7 biotechnology, insurance, and environmental technology.  The
  1  8 targeted skills training program shall assist displaced and
  1  9 unemployed persons who meet the eligibility requirements for
  1 10 the workforce investment program created under section 84A.8.
  1 11    2.  The department of workforce development shall
  1 12 administer the targeted skills training program and shall
  1 13 adopt rules governing its operation and additional eligibility
  1 14 guidelines for participation as deemed necessary by the
  1 15 department.  When possible, the department shall coordinate
  1 16 training activities with other available employment and
  1 17 training programs and services.  The department shall not find
  1 18 a participant eligible under this program in any fiscal year
  1 19 until after funds allocated from the federal department of
  1 20 labor to the department of workforce development pursuant to
  1 21 the federal Workforce Investment Act, 29 U.S.C. } 2801 et
  1 22 seq., have been fully expended.
  1 23    3.  A targeted skills training fund is established in the
  1 24 state treasury under the control of the department of
  1 25 workforce development.  The fund shall consist of moneys
  1 26 appropriated to the fund from the general fund of the state
  1 27 and any other moneys available to and obtained or accepted by
  1 28 the department from the federal government or private sources
  1 29 for placement in the fund.  The assets of the fund shall be
  1 30 used by the department only for carrying out the purposes of
  1 31 this section.
  1 32    Sec. 2.  APPROPRIATION == TARGETED SKILLS TRAINING PROGRAM.
  1 33 There is appropriated from the general fund of the state to
  1 34 the department of workforce development for the fiscal year
  1 35 beginning July 1, 2006, and ending June 30, 2007, the
  2  1 following amount, or so much thereof as is necessary, to be
  2  2 used for the purposes designated:
  2  3    For administering the targeted skills training program,
  2  4 including salaries, support, maintenance, and miscellaneous
  2  5 purposes:
  2  6 .................................................. $  3,000,000
  2  7    Amounts appropriated pursuant to this section shall be in
  2  8 addition to, and shall not replace, funds otherwise
  2  9 appropriated to the department of workforce development.
  2 10    Notwithstanding section 8.33, moneys appropriated in this
  2 11 section that remain unencumbered or unobligated at the close
  2 12 of the fiscal year shall not revert but shall remain available
  2 13 for expenditure for the purposes designated until the close of
  2 14 the succeeding fiscal year.
  2 15                           EXPLANATION
  2 16    This bill establishes a targeted skills training program in
  2 17 the department of workforce development.  The bill establishes
  2 18 a targeted skills training program to provide high=skills
  2 19 training for employees in certain targeted industries.  These
  2 20 targeted industries may include life sciences, advanced
  2 21 manufacturing, biotechnology, insurance, and environmental
  2 22 technology.  The targeted skills training program is
  2 23 established to assist displaced and unemployed persons who
  2 24 meet the eligibility requirements for the workforce investment
  2 25 program created under Code section 84A.8.  The bill directs
  2 26 the department of workforce development to administer the
  2 27 targeted skills training program and coordinate training
  2 28 activities with other available training and employment
  2 29 programs.  The department is directed by the bill not to allow
  2 30 participants in the program until after all federal funds
  2 31 allocated to the department of workforce development under the
  2 32 federal Workforce Investment Act have been expended.  The bill
  2 33 establishes a targeted skills training fund under the control
  2 34 of the department of workforce development.
  2 35    The bill makes an appropriation from the general fund of
  3  1 the state to the department of workforce development for
  3  2 fiscal year 2006 to administer the targeted skills training
  3  3 program.
