  2    criminal convictions of sex offenders in a county newspaper of
  3    general circulation.

  1  1    Section 1.  Section 692A.13, Code Supplement 2005, is
  1  2 amended by adding the following new subsection:
  1  3    NEW SUBSECTION.  5A.  The department, on an annual basis,
  1  4 shall publish sex offender registry information for each
  1  5 county in all of the newspapers of general circulation in that
  1  6 county.  In addition, the department, on a monthly basis,
  1  7 shall also publish any new sex offender registry information
  1  8 for each county in all newspapers of general circulation in
  1  9 that county.  Published sex offender registry information for
  1 10 each sex offender shall at least include the following:  name,
  1 11 address, criminal offenses committed that required the
  1 12 registration, and date of conviction for each offense that
  1 13 required registration.  Each publication shall also contain a
  1 14 general statement informing readers of the sex offender
  1 15 registry's website and that more information about sex
  1 16 offenders residing in their community may be obtained from the
  1 17 county sheriff.  The department shall adopt rules in
  1 18 accordance with chapter 17A to administer this subsection.
  1 19                           EXPLANATION
  1 20    This bill relates to the publication of the name, address,
  1 21 and criminal convictions of a sex offender in a county
  1 22 newspaper of general circulation.  The bill requires the
  1 23 department of public safety to annually publish in all
  1 24 newspapers of general circulation in each county the name,
  1 25 address, convictions, and dates of convictions of each
  1 26 registered sex offender residing in the county.  The bill also
  1 27 requires the department of public safety, on a monthly basis,
  1 28 to publish any new sex offender registry information for each
  1 29 county in all newspapers of general circulation in that
  1 30 county.
