1 An Act relating to education funding by increasing the regular
2 program foundation base per pupil, and providing an
3 applicability date.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 257.1, subsection 2, unnumbered
1 2 paragraph 2, Code 2005, is amended by striking the unnumbered
1 3 paragraph and inserting in lieu thereof the following:
1 4 For the budget year commencing July 1, 2006, the regular
1 5 program foundation base per pupil is eighty=seven and five=
1 6 tenths percent of the regular program state cost per pupil.
1 7 For a budget year commencing on or after July 1, 2007, if the
1 8 state percent of growth established pursuant to section 257.8
1 9 for that budget year represents an increase of at least one
1 10 percent over the state percent of growth established for the
1 11 previous budget year, the regular program foundation base per
1 12 pupil for that budget year shall be the amount established for
1 13 the base year, increased by an amount corresponding to one=
1 14 tenth of one percent for each one percent increase in the
1 15 state percent of growth established for the budget year. If
1 16 the state percent of growth established pursuant to section
1 17 257.8 for a budget year does not increase over, or decreases
1 18 from, the state percent of growth established for the previous
1 19 budget year, the regular program foundation base per pupil
1 20 shall remain at the level determined for the previous budget
1 21 year. The regular program foundation base per pupil increases
1 22 shall continue until the regular program foundation base per
1 23 pupil reaches one hundred percent of the regular program state
1 24 cost per pupil, at which point the regular program foundation
1 25 base shall remain at one hundred percent of the regular
1 26 program state cost per pupil for succeeding budget years.
1 27 For each budget year, the special education support
1 28 services foundation base is seventy=nine percent of the
1 29 special education support services state cost per pupil. The
1 30 combined foundation base is the sum of the regular program
1 31 foundation base and the special education support services
1 32 foundation base.
1 33 Sec. 2. APPLICABILITY DATE. This Act is applicable to the
1 34 school budget year beginning July 1, 2006, and succeeding
1 35 school budget years.
2 1 EXPLANATION
2 2 This bill provides a mechanism for increasing the regular
2 3 program foundation base per pupil pursuant to Code section
2 4 257.1, subsection 2, from the current level of 87.5 percent to
2 5 100 percent, if specified conditions are met.
2 6 The bill provides that for the budget year commencing July
2 7 1, 2007, and succeeding budget years, if the state percent of
2 8 growth established pursuant to Code section 257.8 for a budget
2 9 year represents an increase of at least 1 percent over the
2 10 state percent of growth established for the previous budget
2 11 year, the regular program foundation base per pupil shall be
2 12 increased by an amount corresponding to .1 percent for each 1
2 13 percent increase in the state percent of growth established
2 14 for the budget year. If the state percent of growth does not
2 15 increase, or decreases, the bill provides that the regular
2 16 program foundation base per pupil shall remain at the level
2 17 determined for the previous budget year. The bill provides
2 18 that the increases shall continue until the regular program
2 19 foundation base per pupil reaches 100 percent of the regular
2 20 program state cost per pupil, at which point the regular
2 21 program foundation base shall remain at 100 percent.
2 22 The bill is applicable for the school budget year beginning
2 23 July 1, 2006, and succeeding budget years.
