NEW SECTION. 249J.14A FAMILY SUCCESS 1 2 COUNSELING GRANT PROGRAM. 1 3 1. A family success counseling grant program is 1 4 established to provide pregnant women and their families, and 1 5 parents and their children with the life skills necessary to 1 6 build and attain functional, productive, and successful 1 7 families. The program shall be available to pregnant women, 1 8 parents, and their families, participating in the federal 1 9 special supplemental nutrition program for women, infants, and 1 10 children, as authorized in the federal Child Nutrition Act of 1 11 1966, section 17, as amended and codified at 42 U.S.C. } 1786, 1 12 at the location of the expansion population provider network 1 13 that is a publicly owned acute care teaching hospital located 1 14 in a county with a population over three hundred fifty 1 15 thousand. 1 16 2. The department shall procure a sole source contract 1 17 with a nonprofit corporation that provides family counseling 1 18 to implement this section. The program approved for the grant 1 19 shall meet all of the following criteria: 1 20 a. The program curriculum shall focus on instilling in 1 21 participants the core values of diligence, discipline, and 1 22 respect, principles of family leadership, and guidelines for 1 23 strong families. 1 24 b. The program design shall include: 1 25 (1) An initial twelve=week to sixteen=week series of 1 26 participation in group sessions utilizing lectures, 1 27 discussions, breakout groups, and role playing as techniques 1 28 in teaching the core values. 1 29 (2) A six=month series of participation in private weekly 1 30 counseling sessions with the final outcome of the sessions 1 31 being the preparation of a customized family blueprint. The 1 32 customized blueprint shall assist the family in establishing a 1 33 well=defined family unit in which each member has a role to 1 34 play in its structure. 1 35 (3) Evaluation, follow=up, and modification of the 2 1 customized family blueprint. 2 2 Sec. 2. APPROPRIATION. There is appropriated from the 2 3 account for health care transformation created in section 2 4 249J.23 to the department of human services for the fiscal 2 5 year beginning July 1, 2006, and ending June 30, 2007, the 2 6 following amount, or so much thereof as is necessary, to be 2 7 used for the purpose designated: 2 8 For a family success counseling grant program as described 2 9 in section 249J.14A, as enacted in this Act: 2 10 .................................................. $ 250,000 2 11 EXPLANATION 2 12 This bill creates a family success counseling grant program 2 13 to provide pregnant women and their families, and parents and 2 14 their children, with the life skills necessary to build and 2 15 attain functional, productive, and successful families. The 2 16 program would be available to pregnant women, parents, and 2 17 their families participating in the federal special 2 18 supplemental nutrition program for women, infants, and 2 19 children (WIC program) at the location of the expansion 2 20 population provider network under IowaCare that is a publicly 2 21 owned acute care teaching hospital located in a county with a 2 22 population over 350,000. The bill directs the department of 2 23 human services to procure a sole source contract with a 2 24 nonprofit corporation that provides family counseling to 2 25 implement the program. The bill provides criteria to be met 2 26 by the approved program and provides an appropriation of 2 27 $250,000 from the account for health care transformation for 2 28 FY 2006=2007 to the department of human services for the grant 2 29 program. 2 30 LSB 5734YH 81 2 31 pf:nh/sh/8
