  1  1    Sec. 1.  Section 161A.6, unnumbered paragraph 2, Code 2005,
  1  2 is amended to read as follows:
  1  3    The commissioners of the respective districts a district
  1  4 shall submit to the department such statements, estimates,
  1  5 budgets, and other information at such times and in such
  1  6 manner as the department may require.  The commissioners may
  1  7 establish and supervise a payroll system for their district
  1  8 office, which provides for accounting, budgeting, or other
  1  9 related personnel services.  Upon request, the division shall
  1 10 assist district personnel in establishing and managing the
  1 11 payroll system.
  1 12                           EXPLANATION
  1 13    This bill amends a provision in Code chapter 161A, the
  1 14 "soil conservation districts law", specifically Code section
  1 15 161A.6, relating to general provisions governing the authority
  1 16 of soil and water conservation commissioners.  The bill
  1 17 provides that the commissioners may establish and supervise a
  1 18 payroll system for their district office.  The division of
  1 19 soil conservation within the department of agriculture and
  1 20 land stewardship must assist district personnel in
  1 21 establishing and managing the payroll system.
