  1  1    Section 1.  Section 285.1, subsection 5, Code 2005, is
  1  2 amended to read as follows:
  1  3    5.  Where transportation by school bus is impracticable or
  1  4 not available or other existing conditions warrant it,
  1  5 arrangements may be made for use of common carriers to
  1  6 transport children who are ten years of age or older according
  1  7 to uniform standards established by the director of the
  1  8 department of education and at a cost based upon the actual
  1  9 cost of service and approved by the board.
  1 10                           EXPLANATION
  1 11    This bill amends a provision that currently allows school
  1 12 districts to arrange for the transportation of pupils by
  1 13 common carrier rather than by school bus in situations that
  1 14 warrant the substitution.  Under the bill, children under 10
  1 15 years of age could not be transported by common carrier.
