1 1 Section 1. Section 331.341, subsection 1, Code 2005, is
1 2 amended to read as follows:
1 3 1. When the estimated cost of a public improvement, other
1 4 than improvements which may be paid for from the secondary
1 5 road fund, exceeds the amount specified in section 309.40 or,
1 6 for a county hospital exceeds one hundred thousand dollars,
1 7 the board shall follow the contract letting procedures
1 8 provided for cities in sections 384.95 to 384.103. However,
1 9 in following those sections the board shall substitute the
1 10 word "county" for the word "city", section 331.305 for section
1 11 362.3, shall consider "governing body" to mean the board, and
1 12 shall exclude references to a city utility, utility board of
1 13 trustees, or public utilities. As used in this section,
1 14 "public improvement" means the same as defined in section
1 15 384.95 as modified by this subsection. This subsection
1 16 applies to all county hospitals whether organized under
1 17 chapter 37, 347, or 347A, or otherwise established by law.
1 18 Sec. 2. Section 384.96, Code 2005, is amended to read as
1 19 follows:
1 20 384.96 SEALED BIDS.
1 21 When the estimated total cost to a city of a public
1 22 improvement exceeds the sum of twenty=five thousand dollars
1 23 or, for a city hospital, including a city memorial hospital,
1 24 exceeds the sum of one hundred thousand dollars, the governing
1 25 body shall advertise for sealed bids for the proposed
1 26 improvement by publishing a notice to bidders as provided in
1 27 section 362.3, except that the notice to bidders may be
1 28 published more than twenty days but not more than forty=five
1 29 days before the date for filing bids.
1 30 EXPLANATION
1 31 This bill raises the bid threshold amount for county and
1 32 city hospital public improvements. For county hospitals,
1 33 whether organized pursuant to Code chapter 37, 347, or 347A,
1 34 or otherwise established by law, the bid threshold amount is
1 35 raised from $50,000 to $100,000. Similarly, for city
2 1 hospitals, including city memorial hospitals, the bid
2 2 threshold is raised from $25,000 to $100,000.
