1 An Act relating to and making an appropriation to the department
2 of education for the establishment of a grant program for the
3 purchase and installation of air conditioning units in
4 attendance centers.

1 1 Section 1. APPROPRIATION == DEPARTMENT OF EDUCATION == AIR
1 2 CONDITIONING GRANT PROGRAM. There is appropriated from the
1 3 rebuild Iowa infrastructure fund to the department of
1 4 education for the fiscal year beginning July 1, 2006, and
1 5 ending June 30, 2007, the following amount, or so much thereof
1 6 as is necessary, to be used for the purpose designated:
1 7 For the establishment and implementation of a grant program
1 8 for the purchase and installation of air conditioning units in
1 9 attendance centers, notwithstanding section 8.57, subsection
1 10 6, paragraph "c":
1 11 .................................................. $ 3,000,000
1 12 A recipient of a grant under this section shall provide a
1 13 local match share of 50 percent of the cost of the project.
1 14 The department shall take into account the life expectancy of
1 15 the attendance center or anticipated changes in the use of the
1 16 attendance center in determining whether to award a grant.
1 17 Notwithstanding section 8.33, unencumbered or unobligated
1 18 moneys remaining at the end of the fiscal year shall not
1 19 revert but shall remain available for expenditure during the
1 20 following fiscal year for purposes of the grant program.
1 21 EXPLANATION
1 22 This bill appropriates $3 million from the rebuild Iowa
1 23 infrastructure fund to the department of education for the
1 24 establishment and implementation of a grant program for the
1 25 purchase and installation of air conditioning units in
1 26 attendance centers, notwithstanding the definition of
1 27 "vertical infrastructure" in Code section 8.57. A recipient
1 28 of a grant under the bill shall provide a local match share of
1 29 50 percent of the cost of the project. The department of
1 30 education shall take into account the life expectancy of the
1 31 attendance center or anticipated changes in the use of the
1 32 attendance center in determining whether to award a grant.
1 33 Notwithstanding Code section 8.33, unencumbered or
1 34 unobligated moneys remaining at the end of the fiscal year
1 35 shall not revert but shall remain available for expenditure
2 1 during the following fiscal year for purposes of the grant
2 2 program.
2 3 "Attendance center" means a public school building that
2 4 contains classrooms used for instructional purposes for
2 5 elementary, middle, or secondary school students pursuant to
2 6 Code section 256F.2.
