ILLINOIS PRISON USE TASK FORCE. 1 2 1. The governor shall establish a task force to study and 1 3 review the feasibility of using the empty prison in Thompson, 1 4 Illinois, to place persons committed to the custody of the 1 5 director of the Iowa department of corrections. The primary 1 6 goals of the task force are to determine the legality of using 1 7 such a facility, potential cost savings, and the impact on the 1 8 inmate population at Iowa correctional facilities. The task 1 9 force is urged to immediately contact the relevant authorities 1 10 in Illinois to determine if housing Iowa inmates at the 1 11 Illinois facility is feasible. The membership of the task 1 12 force shall include the following: 1 13 a. One member from the department of corrections. 1 14 b. One member from a judicial district department of 1 15 correctional services. 1 16 c. One member from the governor's office. 1 17 d. Two members of the senate standing committee on 1 18 judiciary. 1 19 e. One member of the house of representatives standing 1 20 committee on public safety. 1 21 f. One member of the house of representatives standing 1 22 committee on judiciary. 1 23 2. The task force shall report its findings and 1 24 recommendations, including proposed legislation, to the 1 25 governor and general assembly no later than January 1, 2007. 1 26 EXPLANATION 1 27 This bill relates to establishing a task force relating to 1 28 confining inmates out of state. 1 29 The bill provides that the governor shall establish a task 1 30 force to review the feasibility of using the empty prison in 1 31 Thompson, Illinois, to place persons committed to the custody 1 32 of the director of the Iowa department of corrections. The 1 33 primary goals of the task force are to determine the legality 1 34 of using such a facility, potential cost savings, and the 1 35 impact on the inmate population at Iowa correctional 2 1 facilities. The task force is urged to immediately contact 2 2 the relevant Illinois authorities to begin the review process. 2 3 The task force membership shall consist of the following: 2 4 one member from the department of corrections, one member from 2 5 a judicial district department of correctional services, one 2 6 member from the governor's office, two members from the senate 2 7 judiciary committee, one member from the house judiciary 2 8 committee, and one member from the house public safety 2 9 committee. 2 10 The bill provides the task force shall report its findings 2 11 to the governor and general assembly and any recommendations 2 12 by January 1, 2007. 2 13 LSB 5033HH 81 2 14 jm:rj/sh/8
