  1  1    Section 1.  NEW SECTION.  249A.36  EXPLANATION OF BENEFITS
  1  2 STATEMENTS.
  1  3    The department shall develop and provide to all medical
  1  4 assistance recipients, explanation of benefits statements to
  1  5 assist recipients in determining discrepancies between medical
  1  6 assistance benefits received and claims made.  The department
  1  7 shall also provide for education of recipients regarding the
  1  8 use of the explanation of benefits statements.  Any alleged
  1  9 discrepancies shall be investigated by the department of
  1 10 inspections and appeals pursuant to section 10A.402.
  1 11                           EXPLANATION
  1 12    This bill directs the department of human services to
  1 13 develop and provide to all medical assistance recipients,
  1 14 explanation of benefits statements to assist recipients in
  1 15 determining discrepancies between medical assistance benefits
  1 16 received and claims made.  The bill also directs the
  1 17 department to provide for education of recipients regarding
  1 18 the use of the statements and provides that any alleged
  1 19 discrepancies are to be investigated by the department of
  1 20 inspections and appeals investigations division.
