  1  1    Section 1.  NEW SECTION.  68B.7A  RETENTION OF CERTAIN
  1  2 SERVICES PROHIBITED.
  1  3    Beginning January 1, 2006, an entity that has hired a
  1  4 person who, within two years of being hired by the entity,
  1  5 served as the executive or administrative head of an agency of
  1  6 state government shall not receive compensation from a state
  1  7 agency for services for a period of two years from the date
  1  8 the person was hired.
  1  9    Sec. 2.  EFFECTIVE DATE AND RETROACTIVE APPLICABILITY
  1 10 PROVISIONS.  This Act, being deemed of immediate importance,
  1 11 takes effect upon enactment and is retroactively applicable to
  1 12 January 1, 2006.
  1 13                           EXPLANATION
  1 14    This bill relates to the employment of persons previously
  1 15 serving as the executive or administrative head of an agency
  1 16 of state government.
  1 17    The bill provides that, beginning January 1, 2006, an
  1 18 entity that has hired a person who, within two years of being
  1 19 hired, served as the executive or administrative head of an
  1 20 agency of state government shall not receive compensation from
  1 21 a state agency for services for a period of two years from the
  1 22 date the person was hired.
  1 23    The bill takes effect upon enactment and is retroactively
  1 24 applicable to January 1, 2006.
