  1  1    Section 1.  Section 103A.10, subsection 2, paragraph a,
  1  2 Code 2005, is amended to read as follows:
  1  3    a.  To all buildings and structures owned by the state or
  1  4 an agency of the state.  However, construction of a building
  1  5 or structure owned by the state or an agency of the state
  1  6 commenced on or after July 1, 2006, shall comply with any
  1  7 applicable local building regulations.
  1  8                           EXPLANATION
  1  9    Under current law, a state=owned building is subject to the
  1 10 state building code.  Commencing July 1, 2006, this bill
  1 11 provides that construction of a state=owned building is
  1 12 subject to the local building regulations in effect in the
  1 13 city where the construction occurs.  The city will continue to
  1 14 be responsible for building inspections.
