  1  1    Section 1.  Section 99G.30, subsection 4, Code 2005, is
  1  2 amended to read as follows:
  1  3    4.  Except for the authority, a retailer shall only sell
  1  4 lottery products on the licensed premises and not through the
  1  5 mail or by technological means except as the authority may
  1  6 provide or authorize and subject to the requirements of
  1  7 section 99G.30A.
  1  8    Sec. 2.  NEW SECTION.  99G.30A  MONITOR VENDING MACHINES ==
  1  9 PAYOUT INFORMATION STICKER.
  1 10    1.  A retailer may sell lottery products or tickets by
  1 11 means of a monitor vending machine pursuant to the
  1 12 requirements of the authority, but only if the retailer
  1 13 affixes a sticker, as approved by the authority, which clearly
  1 14 indicates the approximate payout percentage for that machine.
  1 15 The sticker shall be of legible type and located in a
  1 16 prominent place on the machine that can be easily read by a
  1 17 user of the machine.
  1 18    2.  For purposes of this section, a "monitor vending
  1 19 machine" means a machine or other similar electronic device
  1 20 that includes a video monitor and audio capabilities that
  1 21 dispenses to a purchaser lottery tickets that have been
  1 22 determined to be winning or losing tickets by a predetermined
  1 23 pool drawing machine prior to the dispensing of the tickets.
  1 24                           EXPLANATION
  1 25    This bill establishes requirements for the use by a
  1 26 retailer of monitor vending machines to sell Iowa lottery
  1 27 authority products or tickets.  The bill defines a "monitor
  1 28 vending machine" as a machine with a video monitor and audio
  1 29 capabilities that dispenses to a purchaser lottery tickets
  1 30 that have been determined to be winning or losing tickets by a
  1 31 predetermined pool drawing machine prior to the dispensing of
  1 32 the tickets.
  1 33    The bill provides that a retailer may sell lottery products
  1 34 by a monitor vending machine so long as the retailer affixes a
  1 35 sticker to the machine that indicates the payout percentage
  2  1 for that machine.  The bill requires the sticker to be
  2  2 approved by the lottery authority, be of legible type, and be
  2  3 located in a prominent place on the machine that can be read
  2  4 by a user of the machine.
