  1 An Act providing for implementation of a child care at night
  2    pilot project and making an appropriation.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  CHILD CARE AT NIGHT PILOT PROJECT.  There is
  1  2 appropriated from the general fund of the state to the
  1  3 department of human services for the fiscal year beginning
  1  4 July 1, 2006, and ending June 30, 2007, the following amount,
  1  5 or so much thereof as is necessary, to be used for the purpose
  1  6 designated:
  1  7    For implementation of a child care at night pilot project
  1  8 in accordance with this section:
  1  9 .................................................. $    300,000
  1 10    1.  The department shall utilize the state child care
  1 11 advisory council created in section 237A.21 to develop and
  1 12 review grant applications made by licensed child care centers,
  1 13 identify request for proposals requirements, make
  1 14 recommendations regarding selection of grantees, and perform
  1 15 other functions relating to the child care at night pilot
  1 16 project.
  1 17    2.  The pilot project shall subsidize the cost of child
  1 18 care provided in a child care center licensed under chapter
  1 19 237A to children whose parents are working during the hours of
  1 20 5 p.m. to 8 a.m. by paying a provider reimbursement supplement
  1 21 of $3 per hour per child for up to 2,000 hours per child per
  1 22 year.  The pilot project shall be implemented in three pilot
  1 23 project locations.  The pilot project is subject to all of the
  1 24 following requirements:
  1 25    a.  One project shall be located in a large city and shall
  1 26 provide support for up to 20 children on a regular basis.  The
  1 27 total amount of the provider reimbursement supplement payable
  1 28 for this location in a fiscal year shall be limited to
  1 29 $120,000.
  1 30    b.  One project shall be located in a small city and shall
  1 31 provide support for up to 10 children on a regular basis.  The
  1 32 total amount of the provider reimbursement supplement payable
  1 33 for this location in a fiscal year shall be limited to
  1 34 $60,000.
  1 35    c.  One project shall be located in a rural area and shall
  2  1 provide support for up to 10 children on a regular basis.  The
  2  2 total amount of the provider reimbursement supplement payable
  2  3 for this location in a fiscal year shall be limited to
  2  4 $60,000.
  2  5    d.  The department may adjust the amount of the provider
  2  6 reimbursement supplement or the maximum number of hours per
  2  7 child authorized to the extent necessary to remain within the
  2  8 funding limitation applicable to a pilot project location.
  2  9    e.  In addition to the provider reimbursement supplement, a
  2 10 grantee shall be reimbursed up to $20,000 for facility and
  2 11 equipment improvements made to a pilot project location in
  2 12 connection with the pilot project.
  2 13    f.  A grantee must provide evaluation information
  2 14 identified by the advisory council and the department.
  2 15    g.  A portion of the children served by a pilot project
  2 16 location must be receiving support from the state child care
  2 17 assistance program under section 237A.13.  The portion shall
  2 18 be identified in the grant requirements.
  2 19    3.  The grant period shall begin on or before August 15,
  2 20 2006.
  2 21    4.  The grantees participating in the pilot project shall
  2 22 provide an evaluation report to the state child care advisory
  2 23 council on or before August 31, 2007.  The advisory council
  2 24 shall include the reports received and provide its own
  2 25 findings and recommendations in making a report concerning the
  2 26 pilot project to the governor and the general assembly on or
  2 27 before November 1, 2007.  The evaluation report information to
  2 28 be provided by grantees shall be specified by the advisory
  2 29 council and shall include but is not limited to a description
  2 30 of the demand for services, identification of the cost of the
  2 31 services provided, the public safety benefits accruing from
  2 32 the pilot project, and customer issues with the pilot project.
  2 33                           EXPLANATION
  2 34    This bill provides for implementation of a child care at
  2 35 night pilot project by the department of human services and
  3  1 makes an appropriation of $300,000 for the pilot project.
  3  2    The department is required to implement the pilot project
  3  3 with the assistance of the state child care advisory council.
  3  4 The pilot project is required to consist of three locations
  3  5 involving a licensed child care center in a large city, a
  3  6 small city, and a rural area.  The project involves paying a
  3  7 provider reimbursement supplement of $3 per hour for each
  3  8 child receiving care while parents are working between the
  3  9 hours of 5 p.m. and 8 a.m., for up to 2,000 hours during the
  3 10 fiscal year.  However, each of the pilot project locations is
  3 11 also subject to a specific dollar limitation for the year, and
  3 12 the department is authorized to adjust the supplemental amount
  3 13 or maximum hours as necessary to remain within the limitation.
  3 14    In addition to the reimbursement supplement, a pilot
  3 15 project location is required to be reimbursed for up to
  3 16 $20,000 in facility or equipment costs incurred in connection
  3 17 with the pilot project.
  3 18    The grant period is required to commence on or before
  3 19 August 15, 2006, and the grantees are required to submit
  3 20 evaluation reports by August 31, 2007.  The advisory council
  3 21 is required to submit the reports and the council's own
  3 22 findings and recommendations concerning the pilot project to
  3 23 the governor and the general assembly by November 1, 2007.
