  1  1    Section 1.  Section 237A.13, Code 2005, is amended by
  1  2 adding the following new subsection:
  1  3    NEW SUBSECTION.  3A.  On or before July 1, 2007, the
  1  4 department shall implement a system for making program
  1  5 payments by electronic funds transfer or other electronic
  1  6 means.
  1  7                           EXPLANATION
  1  8    This bill amends Code section 237A.13, relating to the
  1  9 state child care assistance program, to require the department
  1 10 of human services to make program payments by electronic funds
  1 11 transfer or other electronic means.  The system is required to
  1 12 be implemented by July 1, 2007.
