1 1 Section 1. NEW IOWANS ASSISTANCE. There is appropriated
1 2 from the general fund of the state to the department of
1 3 education for the fiscal year beginning July 1, 2006, and
1 4 ending June 30, 2007, the following amount, or so much thereof
1 5 as is necessary, to be used for the purposes designated:
1 6 For allocation to community colleges to establish or
1 7 support English as a second language programs and new Iowans
1 8 programs for families:

1 10 The department of education shall distribute moneys
1 11 appropriated pursuant to this section proportionately to
1 12 community colleges that reach an agreement with one or more
1 13 school districts located within the boundaries of the
1 14 community college if not less than fifteen percent of the
1 15 school district's enrollment is eligible for non=English
1 16 speaking weighting under section 280.4, subsection 3. Moneys
1 17 received by a community college pursuant to this section shall
1 18 be used to implement English as a second language programs for
1 19 adults and new Iowans programs for families that include
1 20 provision of community information, community service
1 21 referrals, information about career and technical education
1 22 opportunities, translation services, language training, and
1 23 resettlement assistance.
1 24 EXPLANATION
1 25 This bill appropriates $100,000 to the department of
1 26 education and directs the department to proportionately
1 27 distribute the moneys to community colleges that work with
1 28 school districts to establish or support English as a second
1 29 language programs for adults and new Iowans programs for
1 30 families. Not less than 15 percent of a participating school
1 31 district's enrollment must be eligible for non=English
1 32 speaking weighting under Code section 280.4, subsection 3. A
1 33 new Iowans program for families must provide community
1 34 information, community service referrals, information about
1 35 career and technical education opportunities, translation
2 1 services, language training, and resettlement assistance.
