  1 An Act relating to the time of service for a member of the armed
  2    services for purposes of the military service tax exemption
  3    and credit and including an effective date.

  1  1    Section 1.  Section 426A.11, subsection 4, Code Supplement
  1  2 2005, is amended to read as follows:
  1  3    4.  For purposes of this chapter, unless the context
  1  4 otherwise requires, "veteran" also means a resident of this
  1  5 state who is a former member of the armed forces of the United
  1  6 States and who served for a minimum aggregate of three two
  1  7 years eleven months and who was discharged under honorable
  1  8 conditions.
  1  9    Sec. 2.  IMPLEMENTATION.  Section 25B.7 does not apply to
  1 10 this Act.
  1 11    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 12 immediate importance, takes effect upon enactment.
  1 13                           EXPLANATION
  1 14    For purposes of the military service property tax exemption
  1 15 and credit, a veteran currently includes a former member of
  1 16 the armed forces who served for a minimum aggregate of three
  1 17 years.  The bill reduces this definitional requirement to two
  1 18 years and 11 months.
  1 19    Code section 25B.7 requires the state to fully reimburse
  1 20 local governments for the loss of property tax revenue for
  1 21 exemptions and credits enacted.  This section is made
  1 22 inapplicable to this Act.
  1 23    The bill takes effect upon enactment.
