1 An Act relating to financial assistance for projects in targeted
2 state parks, banner parks, and destination parks and making
3 appropriations.

1 1 Section 1. Section 15G.111, subsection 3, Code Supplement
1 2 2005, is amended by striking the subsection.
1 3 Sec. 2. Section 303.3C, Code Supplement 2005, is amended
1 4 by adding the following new subsection:
1 5 NEW SUBSECTION. 4. For the fiscal period beginning July
1 6 1, 2006, and ending June 30, 2015, there is appropriated each
1 7 fiscal year from the grow Iowa values fund created in section
1 8 15G.108 to the department of cultural affairs one million
1 9 dollars for purposes of providing financial assistance for
1 10 projects in targeted state parks, banner parks, and
1 11 destination parks. The department of natural resources shall
1 12 submit a plan to the department of cultural affairs for the
1 13 expenditure of moneys appropriated under this subsection. The
1 14 plan shall focus on improving state parks, banner parks, and
1 15 destination parks for economic development purposes. Based on
1 16 the plan submitted, the department of cultural affairs shall
1 17 provide financial assistance to the department of natural
1 18 resources for support of state parks, banner parks, and
1 19 destination parks. For purposes of this subsection, "banner
1 20 park" means a park with multiple uses and which focuses on the
1 21 economic development benefits of a community or area of the
1 22 state.
1 23 EXPLANATION
1 24 This bill relates to financial assistance for projects in
1 25 targeted state parks, banner parks, and destination parks and
1 26 makes appropriations.
1 27 For the fiscal period beginning July 1, 2006, and ending
1 28 June 30, 2015, the bill appropriates each fiscal year from the
1 29 grow Iowa values fund to the department of cultural affairs $1
1 30 million for purposes of providing financial assistance for
1 31 projects in targeted state parks, banner parks, and
1 32 destination parks. The bill requires the department of
1 33 natural resources to submit a plan to the department of
1 34 cultural affairs for the expenditure of moneys appropriated in
1 35 the bill. The bill provides that the plan must focus on
2 1 improving state parks, banner parks, and destination parks for
2 2 economic development purposes. The bill provides that, based
2 3 on the plan submitted, the department of cultural affairs
2 4 shall provide financial assistance to the department of
2 5 natural resources for support of state parks, banner parks,
2 6 and destination parks.
2 7 The bill eliminates a similar appropriation to the
2 8 department of economic development.
