  1 9 EXPLANATION
1 10 This bill raises the state's hourly minimum wage to $6.15
  1 11 beginning January 1, 2007. The bill eliminates a separate,
1 12 lower minimum wage for employees who have worked less than 90
1 13 days for an employer.
1 14 The federal minimum wage laws have primacy over state
1 15 minimum wage laws unless the state sets a higher minimum wage.
1 16 The federal hourly minimum wage, which took effect September
1 17 1, 1997, is $5.15. The federal subminimum, or youth, wage for
1 18 employees under 20 years of age during their first 90
1 19 consecutive calendar days of employment with an employer is
  1 20 $4.25 an hour.
