1 An Act providing for an increase in the amount of supplementary
2 weighting granted to school districts for at=risk pupils, and
3 providing an effective and applicability date.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 257.11, subsection 4, paragraph a, Code
1 2 Supplement 2005, is amended to read as follows:
1 3 a. In order to provide additional funding to school
1 4 districts for programs serving at=risk pupils and alternative
1 5 school pupils in secondary schools, a supplementary weighting
1 6 plan for at=risk pupils is adopted. A supplementary weighting
1 7 of forty=eight sixty ten=thousandths per pupil shall be
1 8 assigned to the percentage of pupils in a school district
1 9 enrolled in grades one through six, as reported by the school
1 10 district on the basic educational data survey for the base
1 11 year, who are eligible for free and reduced price meals under
1 12 the federal National School Lunch Act and the federal Child
1 13 Nutrition Act of 1966, 42 U.S.C. } 1751=1785, multiplied by
1 14 the budget enrollment in the school district; and a
1 15 supplementary weighting of one hundred fifty=six ninety=five
1 16 one=hundred=thousandths per pupil shall be assigned to pupils
1 17 included in the budget enrollment of the school district.
1 18 Amounts received as supplementary weighting for at=risk pupils
1 19 shall be utilized by a school district to develop or maintain
1 20 at=risk pupils' programs, which may include alternative school
1 21 programs.
1 22 Sec. 2. EFFECTIVE AND APPLICABILITY DATE. This Act, being
1 23 deemed of immediate importance, takes effect upon enactment
1 24 and is applicable for the school budget year beginning July 1,
1 25 2006, and succeeding budget years.
1 26 EXPLANATION
1 27 This bill provides for a 25 percent increase in the level
1 28 of supplementary weighting available to school districts
1 29 pursuant to Code section 257.11, subsection 4, in order to
1 30 provide additional funding for programs serving at=risk pupils
1 31 and alternative school pupils in secondary schools.
1 32 The bill takes effect upon enactment and is applicable for
1 33 the school budget year beginning July 1, 2006, and succeeding
1 34 budget years.
