1 An Act creating a special motor vehicle registration plate for
2 website advertising and making an appropriation.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 321.34, Code 2005, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 24. WEBSITE=ADVERTISING PLATES.
1 4 a. Upon application and payment of the proper fees, the
1 5 director may issue special website=advertising plates to the
1 6 owner of a motor vehicle referred to in subsection 12.
1 7 b. Website=advertising plates shall be designed by the
1 8 department and shall provide space near the bottom of the
1 9 plate for a distinguishing processed emblem which shall bear
1 10 the internet website address specified by the owner.
1 11 c. The special fee for letter number designated website=
1 12 advertising plates is thirty=five dollars. The fee for
1 13 personalized website=advertising plates is twenty=five
1 14 dollars, which shall be paid in addition to the special
1 15 website=advertising fee of thirty=five dollars. The fees
1 16 collected by the director under this subsection shall be paid
1 17 monthly to the treasurer of state and credited to the road use
1 18 tax fund. Notwithstanding section 423.43, and prior to the
1 19 crediting of revenues to the road use tax fund under section
1 20 423.43, subsection 1, paragraph "b", the treasurer of state
1 21 shall transfer monthly from those revenues to the department
1 22 of public safety the amount of the special fees collected in
1 23 the previous month for the website=advertising plates, minus
1 24 an amount equal to five dollars per plate issued in that
1 25 previous month. The moneys transferred are appropriated to
1 26 the department of public safety to be used for costs of the
1 27 criminalistics laboratory, including equipment purchasing,
1 28 maintenance, depreciation, and training. Notwithstanding
1 29 section 8.33, moneys transferred under this subsection shall
1 30 not revert to the general fund of the state.
1 31 d. Upon receipt of the special registration plates, the
1 32 applicant shall surrender the current registration plates to
1 33 the county treasurer. The county treasurer shall validate the
1 34 special registration plates in the same manner as regular
1 35 registration plates are validated under this section. The
2 1 annual special website=advertising fee for letter number
2 2 designated plates is ten dollars, which shall be paid in
2 3 addition to the regular annual registration fee. The annual
2 4 fee for personalized website=advertising plates is five
2 5 dollars, which shall be paid in addition to the annual special
2 6 website=advertising fee and the regular annual registration
2 7 fee. The annual special website=advertising fee shall be
2 8 credited to the department of public safety as provided under
2 9 paragraph "c".
2 10 Sec. 2. Section 321.166, subsection 2, Code 2005, is
2 11 amended to read as follows:
2 12 2. Every registration plate or pair of plates shall
2 13 display a registration plate number which shall consist of
2 14 alphabetical or numerical characters or a combination thereof
2 15 and the name of this state, which may be abbreviated. Every
2 16 registration plate issued by the county treasurer shall
2 17 display the name of the county, including any plate issued
2 18 pursuant to section 321.34, except Pearl Harbor and purple
2 19 heart registration plates issued prior to January 1, 1997, and
2 20 collegiate, fire fighter, website=advertising, and
2 21 congressional medal of honor registration plates. Special
2 22 truck registration plates shall display the word "special".
2 23 EXPLANATION
2 24 This bill requires the state department of transportation
2 25 to design and issue a special website=advertising motor
2 26 vehicle registration plate. The plate is to be designed to
2 27 accommodate a special emblem at the bottom of the plate, in
2 28 place of the name of the county of issuance, bearing a website
2 29 address specified by the owner of the vehicle. The special
2 30 fee for issuance of website=advertising plates is $35, plus an
2 31 additional $25 for personalized plates. The special annual
2 32 renewal fee for letter number designated plates is $10, plus
2 33 $5 more for personalized plates, which fees are in addition to
2 34 the regular annual renewal fee for the vehicle.
2 35 The bill specifies that $5 from the initial issuance fee
3 1 for each special website=advertising plate shall be credited
3 2 to the road use tax fund. The remaining $30 of the special
3 3 issuance fee and all of the special annual renewal fee are
3 4 appropriated to the department of public safety to be used for
3 5 costs of the criminalistics laboratory.
