  1 An Act relating to small business development centers and making
  2    an appropriation.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  PLANNING.  As the loss of a community's small
  1  2 businesses is a major concern for communities around the
  1  3 state, small business development centers shall design a plan
  1  4 which includes all of the following:
  1  5    1.  The pursuit of public and private partnerships with
  1  6 family business consultants, experts in the area of employee
  1  7 stock ownership plans, attorneys, certified public
  1  8 accountants, the department of economic development, and other
  1  9 service providers to assist communities with issues related to
  1 10 business succession.
  1 11    2.  The development of a comprehensive internet website
  1 12 with resources related to business succession including a
  1 13 listing of family business consultants and service providers
  1 14 by area of expertise, appropriate articles, links to related
  1 15 resources, and a listing of businesses for sale.  The internet
  1 16 website should also be designed to promote the state and to
  1 17 encourage former Iowa residents and others to locate in Iowa.
  1 18    3.  Basic training on business succession issues for all
  1 19 small business development center directors and staff
  1 20 counselors.
  1 21    4.  Courses on business succession issues available in
  1 22 person in communities and on the internet.
  1 23    Sec. 2.  SMALL BUSINESS DEVELOPMENT CENTERS ==
  1 24 APPROPRIATION.  There is appropriated from the general fund of
  1 25 the state to Iowa state university of science and industry for
  1 26 the fiscal year beginning July 1, 2005, and ending June 30,
  1 27 2006, the following amount, or so much thereof as is
  1 28 necessary, to be used for the purpose designated:
  1 29 .................................................. $    100,000
  1 30    The moneys appropriated in this section shall be allocated
  1 31 by Iowa state university to small business development centers
  1 32 to develop and administer programs to assist small businesses
  1 33 to plan for the transfer of ownership of the business,
  1 34 including the transfer of all or a part of the ownership of a
  1 35 business to an employee stock ownership plan.
  2  1    The moneys appropriated in this section shall not be used
  2  2 to fund new staff positions.
  2  3                           EXPLANATION
  2  4    This bill relates to small business development centers.
  2  5    The bill provides that small business development centers
  2  6 shall design a plan which includes resources and training for
  2  7 issues related to business succession designed to aid
  2  8 communities in the state in combatting losses of small
  2  9 businesses.
  2 10    The bill appropriates $100,000 from the general fund to
  2 11 Iowa state university for the fiscal year beginning July 1,
  2 12 2005, and ending June 30, 2006, for allocation to small
  2 13 business development centers for the development and
  2 14 administration of programs to assist small businesses to plan
  2 15 for the transfer of ownership of the business, including the
  2 16 transfer of all or a part of the ownership of a business to an
  2 17 employee stock ownership plan.
