  1  1    Section 1.  Section 321.46, Code 2005, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  8.  If a motor vehicle is leased and the
  1  4 lessee surrenders possession of the vehicle to the lessor
  1  5 prior to the expiration of the lease agreement, either because
  1  6 the lessee is leasing or purchasing another vehicle from the
  1  7 lessor or because the lessee is moving out of state, the
  1  8 lessor shall reimburse the lessee for the amount of any
  1  9 registration fee refund for the leased motor vehicle
  1 10 obtainable pursuant to this chapter.
  1 11                           EXPLANATION
  1 12    This bill provides that the lessor of a motor vehicle must
  1 13 reimburse the lessee for any refundable motor vehicle
  1 14 registration fees if the vehicle is surrendered to the lessor
  1 15 prior to expiration of the lease due to the lessee's lease or
  1 16 purchase of another vehicle from the lessor or due to the
  1 17 lessee's relocation out of state.
