1 An Act relating to the use of consular identification cards as a
2 means of personal identification.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. NEW SECTION. 1.19 PERSONAL IDENTIFICATION.
1 2 If personal identification is required to participate in
1 3 any activity or to conduct any transaction with the state or a
1 4 political subdivision of the state, a consular identification
1 5 card may be accepted as a means of identification. The card
1 6 must be issued by a consulate of a foreign nation and the
1 7 consulate must be located in the United States. A consular
1 8 identification card may be used for identification purposes
1 9 only and does not convey a right to receive benefits of any
1 10 type.
1 11 The consular identification card shall not be used to
1 12 obtain an Iowa driver's license or a nonoperator's
1 13 identification card.
1 14 Sec. 2. Section 321.182, Code 2005, is amended by adding
1 15 the following new subsection:
1 16 NEW SUBSECTION. 5. Provide proof of identity as required
1 17 by the department, except that a consular identification card
1 18 recognized pursuant to section 1.19 shall not be used as proof
1 19 of identity to obtain an Iowa driver's license or a
1 20 nonoperator's identification card.
1 21 EXPLANATION
1 22 This bill allows a state or local government entity to
1 23 accept a consular identification card as a means of
1 24 identification. However, such a card cannot be used to obtain
1 25 an Iowa driver's license or a nonoperator's identification
1 26 card.
