1 5 this lettered paragraph "f" may be used for costs of
1 6 administration and implementation of soil and water
1 7 conservation practices.

1 14 The department of agriculture and land stewardship shall

1 17 Act within ten days after the effective date of this Act.
1 18 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
1 19 immediate importance, takes effect upon enactment.
1 20 EXPLANATION
1 21 This bill amends a provision in S.F. 2298 (2004 Iowa Acts,
1 22 ch. 1175) as enacted by the general assembly during its last
1 23 session. As part of an appropriation from the environment
1 24 first fund to the department of agriculture and land
1 25 stewardship, $2 million was dedicated to support farmers
1 26 participating in conservation programs. The bill adds
1 27 provisions which require the department to use a portion of
1 28 this appropriation to reimburse commissioners of soil and
1 29 water conservation districts for administrative expenses,
1 30 including, but not limited to, travel expenses and technical
1 31 training. Similar language has been included in past bills
1 32 appropriating general fund moneys to the department (see 2000
1 33 Acts, ch. 1224, section 1, subsection 4). The bill requires
1 34 that the department reimburse the commissioners the designated
1 35 amounts within 10 days after the effective date of this bill.
2 1 The bill takes effect upon enactment.
