1 An Act relating to life insurance premium reimbursements for
2 certain members of the national guard, and providing
3 applicability and effective dates.

1 1 Section 1. NEW SECTION. 29A.27A LIFE INSURANCE PREMIUM
1 2 REIMBURSEMENTS.
1 3 1. Subject to an appropriation of sufficient funds by the
1 4 general assembly, a member of the national guard on active
1 5 duty in the military service of this state or of the United
1 6 States is eligible for reimbursement for premiums paid for a
1 7 life insurance policy with limits up to and including two
1 8 hundred fifty thousand dollars that is obtained through the
1 9 federal servicemembers' group life insurance program pursuant
1 10 to 38 U.S.C. } 1965 et seq., as amended.
1 11 2. The adjutant general shall adopt rules necessary to
1 12 determine eligibility for the reimbursement and to administer
1 13 a reimbursement program.
1 14 3. This section is not intended to alter, amend, or change
1 15 the eligibility or applicability requirements of the
1 16 servicemembers' group life insurance program pursuant to 38
1 17 U.S.C. } 1965 et seq., as amended, or any rights,
1 18 responsibilities, or benefits thereunder.
1 19 Sec. 2. APPLICABILITY DATE. The provisions of this Act
1 20 apply to life insurance premiums paid on or after the
1 21 effective date of this Act.
1 22 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
1 23 immediate importance, takes effect upon enactment.
1 24 EXPLANATION
1 25 This bill provides that a member of the national guard on
1 26 active duty in the military service of this state or of the
1 27 United States is eligible for reimbursement for premiums paid
1 28 for a life insurance policy with limits up to and including
1 29 $250,000 that is obtained through the federal servicemembers'
1 30 group life insurance program, subject to an appropriation of
1 31 sufficient funds by the general assembly. The bill also
1 32 provides that the adjutant general shall adopt rules necessary
1 33 to determine eligibility for the reimbursement payments and to
1 34 administer a reimbursement program.
1 35 The bill does not alter, amend, or change the eligibility
2 1 or applicability requirements of the federal program or any
2 2 rights, responsibilities, or benefits under the federal
2 3 program.
2 4 The bill is applicable to life insurance premiums paid on
2 5 or after the effective date of the bill. The bill is
2 6 immediately effective upon enactment.
