1 An Act relating to the required education and training for dental
2 assistants.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 153.39, subsection 2, Code 2005, is
1 2 amended to read as follows:
1 3 2. A person shall be registered upon the successful
1 4 completion of education and examination requirements pursuant
1 5 to paragraph "a" or "b". Education requirements shall be
1 6 determined by the board by rule, and may be satisfied either
1 7 through a formal series of classes or through job equivalency
1 8 training, according to standards to be determined by the
1 9 board.
1 10 a. Completion of a course of study and examination
1 11 approved by the board and sponsored by a board=approved
1 12 postsecondary school.
1 13 b. A combination of on=the=job training, education, and a
1 14 measure of competence, consisting of all of the following:
1 15 (1) Completion of on=the=job training as specified in
1 16 rule.
1 17 (2) Completion of an educational program using a
1 18 curriculum approved by the board and sponsored by an
1 19 accredited national or state organization.
1 20 (3) Successful completion of an evaluation approved by the
1 21 board which is administered and certified by the supervising
1 22 dentist. The evaluation process may be waived by the board,
1 23 pursuant to section 17A.9A, in practice situations where the
1 24 evaluation is deemed to be detrimental to the dentist's
1 25 practice.
1 26 The education requirements in paragraphs "a" and "b" may
1 27 include possession of a valid certificate in a nationally
1 28 recognized course in cardiopulmonary resuscitation.
1 29 Successful passage of an examination administered by the
1 30 board, which An examination or evaluation under paragraph "a"
1 31 or "b" shall include sections regarding infection control,
1 32 hazardous materials, and jurisprudence, shall also be
1 33 required. The board shall establish continuing education
1 34 requirements as a condition of renewing registration as a
1 35 registered dental assistant, as well as standards for the
2 1 suspension or revocation of registration.
2 2 Sec. 2. Section 153.39, subsection 3, Code 2005, is
2 3 amended to read as follows:
2 4 3. Individuals employed as a dental assistant as of July
2 5 1, 2001, shall be registered with the board and receive a
2 6 certificate of registration, and individuals employed as a
2 7 dental assistant after July 1, 2001 2005, shall have a six=
2 8 month twelve-month period following their first date of
2 9 employment after July 1, 2001 2005, to comply with the
2 10 provisions of subsection 1.
2 11 EXPLANATION
2 12 This bill provides the educational and on=the=job training
2 13 requirements required for persons wishing to be registered as
2 14 dental assistants. The current provisions call for either a
2 15 series of classes or job equivalency training, according to
2 16 standards to be determined by the board. The current
2 17 education requirements may include possession of a valid
2 18 certificate in a nationally recognized course in
2 19 cardiopulmonary resuscitation. The bill amends these
2 20 provisions by requiring an evaluation by the supervising
2 21 dentist in lieu of a formal examination, unless waived
2 22 following the procedure set out in Code section 17A.9A. The
2 23 period within which a dental assistant must be registered
2 24 following employment by a dentist is expanded from six to 12
2 25 months.
