  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2    BY  EICHHORN, CARROLL, FREVERT, HEATON, and HUSER
  1  3           (COMPANION TO LSB 3697SS BY KIBBIE)
  1  4 A Concurrent Resolution to recognize Joe Royce,
  1  5    the winner of the 2005 Dwight Ink Public Service
  1  6    Award at Iowa State University.
  1  7    WHEREAS, Joe Royce, the legal counsel to the Iowa
  1  8 Administrative Rules Review Committee, was presented
  1  9 the 2005 Dwight Ink Public Service Award at Iowa State
  1 10 University; and
  1 11    WHEREAS, Mr. Royce was presented the award on May
  1 12 6, 2005, at the 2005 Building Excellence in Governance
  1 13 conference sponsored by Iowa State University's Public
  1 14 Policy and Administration Program; and
  1 15    WHEREAS, at the presentation of the award, Kurt
  1 16 Thurmaier, professor of political science and director
  1 17 of the Public Policy and Administration Program,
  1 18 praised Joe Royce, stating that "Joe Royce not only
  1 19 has a strong command of his area of government, but
  1 20 the manner in which he administers that role is what
  1 21 is most striking about him.  Over the years he has
  1 22 patiently and clearly guided many a state employee
  1 23 through the complex and often=confusing process of
  1 24 rulemaking."; and
  1 25    WHEREAS, Joe Royce provides legislative oversight
  1 26 to the State of Iowa's administrative rulemaking
  1 27 process and serves as legal counsel to the Iowa
  1 28 General Assembly's Administrative Rules Review
  1 29 Committee, a position he has held for the past 29
  1 30 years; and
  2  1    WHEREAS, the Dwight Ink Public Service Award honors
  2  2 Dwight Ink, an Iowa State University alumnus who
  2  3 served every U.S. president from Eisenhower through
  2  4 Reagan and who, throughout his public service, had
  2  5 responsibilities for organizing federal departments
  2  6 and agencies; NOW THEREFORE,
  2  7    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2  8 SENATE CONCURRING, That Joe Royce is recognized for
  2  9 his public service to the State of Iowa and for being
  2 10 the winner of the 2005 Dwight Ink Public Service Award
  2 11 at Iowa State University; and
  2 12    BE IT FURTHER RESOLVED, That, upon passage, a copy
  2 13 of this Resolution be prepared and transmitted to Mr.
  2 14 Royce.
