House Concurrent Resolution 17 - Introduced PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY JENKINS, BELL, JACOBS, DANDEKAR, MILLER, 1 3 SODERBERG, and RAECKER 1 4 A Concurrent Resolution expressing the State of Iowa's 1 5 appreciation of its strong relations with the Republic 1 6 of China on Taiwan and urging the establishment of an 1 7 Iowa presence in the Republic of China on Taiwan. 1 8 WHEREAS, the Republic of China on Taiwan and the 1 9 United States have been important strategic partners 1 10 for the past half century; and 1 11 WHEREAS, the Republic of China on Taiwan and the 1 12 United States share many values and the relationship 1 13 between the United States and the Republic of China on 1 14 Taiwan has continued to develop over time into a 1 15 mutually beneficial relationship, resulting in 1 16 progress in the areas of political interaction, 1 17 security affairs, trade, investment, culture, and 1 18 education; and 1 19 WHEREAS, the Republic of China on Taiwan is the 1 20 United States' eighth largest trading partner, ninth 1 21 largest export market overall, and sixth largest 1 22 export market in agricultural goods; and 1 23 WHEREAS, the State of Iowa, one of the leading 1 24 agricultural production areas in the world, has 1 25 developed strong economic ties with the Republic of 1 26 China on Taiwan, which includes a dynamic trading 1 27 partnership with Iowa commodity organizations and 1 28 producers of agricultural products, including beef, 1 29 pork, corn, and soybeans; and 1 30 WHEREAS, the State of Iowa and several Iowa cities 2 1 have established formal sister state and sister city 2 2 relationships with regions and cities in the Republic 2 3 of China on Taiwan; and 2 4 WHEREAS, both the Republic of China on Taiwan and 2 5 the State of Iowa are interested in encouraging the 2 6 flourishing of this partnership; and 2 7 WHEREAS, the Republic of China on Taiwan has 2 8 expressed interest in furthering its relationship with 2 9 the State of Iowa by inviting the State of Iowa to 2 10 establish a physical presence in the Republic of China 2 11 on Taiwan; NOW THEREFORE, 2 12 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 13 SENATE CONCURRING, That the State of Iowa should 2 14 consider the possibility of establishing an office or 2 15 other physical presence in the Republic of China on 2 16 Taiwan to facilitate increased relations; and 2 17 BE IT FURTHER RESOLVED, That the Iowa Department of 2 18 Economic Development shall organize a work group of 2 19 public and private organizations interested in 2 20 fostering the relationship between the Republic of 2 21 China on Taiwan and the State of Iowa to determine the 2 22 most mutually beneficial means of establishing such 2 23 physical presence and shall report the findings of the 2 24 work group to the International Relations Committee of 2 25 the Legislative Council by October 1, 2005. 2 26 LSB 3659HH 81 2 27 pf:nh/gg/14 1
