House Concurrent Resolution 14 - Introduced PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY WESSEL=KROESCHELL 1 3 A Concurrent Resolution recognizing Dr. Neil E. Harl, 1 4 Charles F. Curtiss Distinguished Professor in 1 5 Agriculture and Professor of Economics at Iowa State 1 6 University, for his long and distinguished academic 1 7 career at Iowa State University. 1 8 WHEREAS, Dr. Neil E. Harl, Charles F. Curtiss 1 9 Distinguished Professor in Agriculture and Professor 1 10 of Economics at Iowa State University, began his 1 11 illustrious academic career at Iowa State University, 1 12 receiving a Bachelor of Science Degree from Iowa State 1 13 University in 1955, a Juris Doctorate from the 1 14 University of Iowa in 1961, and a Ph.D. in economics 1 15 from Iowa State University in 1965; and 1 16 WHEREAS, since joining the faculty at Iowa State 1 17 University, Dr. Harl has tirelessly contributed to 1 18 education and the advancement of public policy, 1 19 including advising prominent state, national, and 1 20 international leaders concerning vital issues 1 21 affecting agriculture, agricultural finance and 1 22 taxation, estate planning, resource economics, and 1 23 biotechnology; and 1 24 WHEREAS, among his many accomplishments, Dr. Harl 1 25 was elected President of the American Agricultural 1 26 Economics Association; served on the Board of 1 27 Directors of the American Agricultural Economics 1 28 Association Foundation; was named a fellow of the 1 29 American Agricultural Economics Association; was 1 30 elected President of the American Agricultural Law 2 1 Association; founded and served as the Director of the 2 2 Center for International Agricultural Finance; served 2 3 as a member of the Iowa State University Agricultural 2 4 Foundation; served as delegate to the Moscow 2 5 Conference on Law and Bilateral Economic Cooperation; 2 6 served on the Biotechnology Committee of the National 2 7 Association of State Universities and Land Grant 2 8 Colleges; served as Chair of the Technology Assessment 2 9 Advisory Council, Office of Technology Assessment, 2 10 United States Congress; and was appointed by the 2 11 United States Secretary of Agriculture to the Advisory 2 12 Committee on Agricultural Biotechnology; and 2 13 WHEREAS, Dr. Harl has received major awards in 2 14 recognition of his educational excellence and his 2 15 important contributions to law, agriculture, and 2 16 economics, including but not limited to the 2 17 Outstanding Teacher Award, Iowa State University; the 2 18 Distinguished Undergraduate Teaching Award, American 2 19 Agricultural Economics Association; the Distinguished 2 20 Service Award, American Agricultural Law Association; 2 21 Farm Leader of the Year, Des Moines Register; the 2 22 Distinguished Service to State Government Award, 2 23 National Governors Association; the Henry A. Wallace 2 24 Award for Distinguished Service to Agriculture, Iowa 2 25 State University; the President's Award, Iowa State 2 26 Bar Association; the Iowa Farm Bureau Distinguished 2 27 Service to Iowa Agriculture Award, Iowa Farm Bureau 2 28 Federation; the Charles A. Black Award, Council of 2 29 Agricultural Science and Technology; and the Wallaces 2 30 Farmer Iowa Master Farmer Award for Exceptional 3 1 Service to Agriculture; and 3 2 WHEREAS, Dr. Harl has selflessly given time to 3 3 present information and analysis concerning vital 3 4 issues concerning agricultural law, debtor=creditor 3 5 relations, estate planning, and farm business 3 6 organization, regularly appearing on radio and 3 7 television broadcasts including The Law of the Land 3 8 daily radio broadcasts, and has personally spoken in 3 9 more than 40 states and many nations throughout Europe 3 10 and Asia; and 3 11 WHEREAS, Dr. Harl has contributed to both scholarly 3 12 and business publications, authoring more than 20 3 13 books, 300 articles in legal and economic journals and 3 14 bulletins, and 800 articles in farm and financial 3 15 publications, including the already classic 3 16 multivolume set Agricultural Law and the standard 3 17 Agricultural Law Manual; NOW THEREFORE, 3 18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 3 19 SENATE CONCURRING, That the General Assembly 3 20 recognizes Dr. Neil E. Harl upon his retirement and 3 21 expresses its deepest appreciation for his tireless 3 22 advancement of policies benefiting the State of Iowa, 3 23 the United States, and our relations with nations of 3 24 the world, and the permanent contributions that he has 3 25 made to agriculture, law, and economics; and 3 26 BE IT FURTHER RESOLVED, That a copy of this 3 27 Resolution be delivered to Dr. Neil E.
