  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                       BY  FALLON
  1  3 A Concurrent Resolution requesting an air quality study
  1  4    by the universities under the control of the state
  1  5    board of regents.
  1  6    WHEREAS, Iowa has high levels of ammonium nitrate
  1  7 from fertilizers and nitrogen oxides from motor
  1  8 vehicle exhaust in the atmosphere causing an
  1  9 unhealthy, microscopic soot haze during cold
  1 10 temperatures when the wind does not blow; and
  1 11    WHEREAS, an analysis by the United States
  1 12 Environmental Protection Agency shows Iowa's winter
  1 13 skies have more ammonium nitrate and less visibility
  1 14 than any other rural area in the country; and
  1 15    WHEREAS, the amount of miles driven by motor
  1 16 vehicles in Iowa continues to increase, which adds
  1 17 increasing amounts of nitrogen oxides into the
  1 18 atmosphere; and
  1 19    WHEREAS, extensive use of fertilizers in Iowa
  1 20 contributes to ammonium nitrate in the atmosphere in
  1 21 Iowa; and
  1 22    WHEREAS, children, the elderly, and people with
  1 23 asthma are most at risk for health problems and
  1 24 difficulties due to the microscopic soot haze; and
  1 25    WHEREAS, little research has been done on health
  1 26 effects associated with ammonium nitrate; NOW
  1 27 THEREFORE,
  1 28    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 29 SENATE CONCURRING, That the universities under the
  1 30 control of the state board of regents shall conduct a
  2  1 joint study of the winter=time microscopic soot haze
  2  2 caused by ammonium nitrate and nitrogen oxides; and
  2  3    BE IT FURTHER RESOLVED, That the joint study shall
  2  4 include the sources of ammonium nitrate and nitrogen
  2  5 oxides in Iowa and effects such pollutants have on
  2  6 public health, particularly in the winter=time when
  2  7 temperatures are cold and the wind does not blow; and
  2  8    BE IT FURTHER RESOLVED, That the joint study shall
  2  9 be submitted to the general assembly by December 31,
  2 10 2005, and shall include recommended actions for the
  2 11 general assembly, local governments, industry, and the
  2 12 general public.
