  1  3             (COMPANION TO SCR 2 BY BOLKCOM)
  1  4 A Concurrent Resolution requesting that the
  1  5    legislative council establish an interim study
  1  6    committee to study instant runoff voting.
  1  7    WHEREAS, the election process established by
  1  8 government should advance and protect the right of its
  1  9 citizens to vote; and
  1 10    WHEREAS, increasing voter turnout is a laudable
  1 11 goal of any election process; NOW THEREFORE,
  1 12    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 13 SENATE CONCURRING, That the legislative council is
  1 14 requested to establish a legislative interim study
  1 15 committee for the 2005 interim on instant runoff
  1 16 voting, a system of voting by which a voter is allowed
  1 17 to rank the candidates for an office on the ballot in
  1 18 the order of preference.  The committee shall study
  1 19 the feasibility of such a process being used in this
  1 20 state, what elections it should be used for, whether
  1 21 such a voting system has increased voter turnout in
  1 22 the localities where it is used, and any other issues
  1 23 related to this type of voting.
