  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                       BY  ROBERTS
  1  3 A Concurrent Resolution relating to the board of
  1  4    correction's evaluation of the Iowa state penitentiary
  1  5    in Fort Madison.
  1  6    WHEREAS, the governor requested the board of
  1  7 corrections to evaluate the condition of the Iowa
  1  8 state penitentiary following the escape of two inmates
  1  9 at the facility; and
  1 10    WHEREAS, the governor requested the board to
  1 11 evaluate whether a new facility should be constructed
  1 12 to replace the existing Iowa state penitentiary,
  1 13 whether the existing penitentiary should be upgraded,
  1 14 or whether inmates should be transferred from the
  1 15 penitentiary to other correctional institutions; and
  1 16    WHEREAS, the governor requested the board of
  1 17 corrections to report the board's recommendations to
  1 18 the governor within 30 days of undertaking such an
  1 19 evaluation; and
  1 20    WHEREAS, the decision to replace the penitentiary,
  1 21 or upgrade the facility, or to transfer inmates to
  1 22 other correctional institutions is an extremely
  1 23 important public safety issue for the citizens of
  1 24 Iowa; NOW THEREFORE,
  1 25    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 26 SENATE CONCURRING, That the board of corrections
  1 27 should undertake a more deliberative process and study
  1 28 the future of the Iowa state penitentiary more
  1 29 thoroughly before making any recommendations about the
  1 30 future of an institution that has been serving Iowans
  2  1 for over 150 years; and
  2  2    BE IT FURTHER RESOLVED, That the general assembly
  2  3 requests that the governor order the board of
  2  4 corrections to continue to study the future of the
  2  5 Iowa state penitentiary and to allow the board more
  2  6 time to finish such an important undertaking; and
  2  7    BE IT FURTHER RESOLVED, That the board make
  2  8 recommendations about the future of the penitentiary
  2  9 to the general assembly by January 8, 2007.
