  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                        BY  DRAKE
  1  3 A Concurrent Resolution requiring the legislative
  1  4    council to establish an interim study committee
  1  5    concerning disaster planning relative to the
  1  6    operation of state government.
  1  7    WHEREAS, disaster preparedness planning is of
  1  8 critical importance in ensuring the continued
  1  9 operation of state government if a disaster may occur;
  1 10 and
  1 11    WHEREAS, the general assembly has an interest in
  1 12 examining what steps it can take in preparing for a
  1 13 possible disaster; NOW THEREFORE,
  1 14    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 15 SENATE CONCURRING, That the legislative council shall
  1 16 establish an interim study committee to examine issues
  1 17 relative to the continued functioning of government
  1 18 following a disaster; and
  1 19    BE IT FURTHER RESOLVED, That the interim study
  1 20 consider issues related to gubernatorial succession,
  1 21 replacement of constitutional officers and department
  1 22 heads, and legislative elections, especially if
  1 23 vacancies are numerous, and shall consider mechanisms
  1 24 for financing state government operations during a
  1 25 disaster or other emergency and for continued funding
  1 26 of state government if the general assembly is unable
  1 27 to meet and pass a budget for a particular fiscal
  1 28 year; and
  1 29    BE IT FURTHER RESOLVED, That the interim study
  1 30 consider what contingency plans need to be established
  2  1 relating to the operation of the general assembly if a
  2  2 disaster occurs and shall also examine mechanisms for
  2  3 coordinating disaster planning with the executive
  2  4 branch; and
  2  5    BE IT FURTHER RESOLVED, That the interim study
  2  6 committee submit its findings and recommendations to
  2  7 the general assembly by December 1, 2006.
