1 An Act relating to the establishment of the office of grants
2 enterprise management in the department of management to
3 assist the state in receiving more nonstate funds and
4 providing a standing limited appropriation.

1 1 Section 1. NEW SECTION. 8.9 GRANTS ENTERPRISE MANAGEMENT
1 2 OFFICE.
1 3 The office of grants enterprise management is established
1 4 in the department of management. The function of the office
1 5 is to develop and administer a system to track, identify, and
1 6 coordinate nonstate funds received by the state. Staffing for
1 7 the office of grants enterprise management shall be provided
1 8 by a facilitator appointed by the director of the department
1 9 of management. Additional staff may be hired, subject to the
1 10 availability of funding. Funding for the office is from the
1 11 appropriation to the department pursuant to section 421.17,
1 12 subsection 33.
1 13 Sec. 2. NEW SECTION. 8.10 FACILITATOR'S DUTIES.
1 14 The specific duties of the facilitator of the office of
1 15 grants enterprise management may include the following:
1 16 1. Establish a grants network representing all state
1 17 agencies to assist the grants enterprise management office in
1 18 an advisory capacity. Each state agency shall designate an
1 19 employee on the management or senior staff level to serve as
1 20 the agency's federal funds coordinator and represent the
1 21 agency on the grants network. An agency may not create a
1 22 staff position for a federal funds coordinator. The
1 23 coordinator's duties shall be in addition to the duties of the
1 24 employee of the agency.
1 25 2. Develop a plan for increased state access to funding
1 26 sources other than the general fund of the state.
1 27 3. Develop procedures to formally notify appropriate state
1 28 and local agencies of the availability of discretionary
1 29 federal funds and, when necessary, coordinate the application
1 30 process.
1 31 4. Establish an automated information system database for
1 32 grants applied for and received and to track congressional
1 33 activity.
1 34 5. Provide information and counseling to state agencies
1 35 and political subdivisions of the state concerning the
2 1 availability and means of obtaining state, federal, and
2 2 private grants.
2 3 6. Provide grant application writing assistance and
2 4 training to state agencies and political subdivisions of the
2 5 state, directly or through interagency contracts, cooperative
2 6 agreements, or contracts with third=party providers.
2 7 7. Monitor the federal register and other federal or state
2 8 publications to identify funding opportunities, with special
2 9 emphasis on discretionary grants or other funding
2 10 opportunities available to the state.
2 11 8. Periodically review the funding strategies and methods
2 12 of those states that rank significantly above the national
2 13 average in the per capita receipt of federal funds to
2 14 determine whether those strategies and methods could be
2 15 successfully employed by this state.
2 16 Sec. 3. Section 421.17, subsection 33, Code 2003, is
2 17 amended by adding the following new paragraph:
2 18 NEW PARAGRAPH. aa. There is appropriated annually from
2 19 the increase in indirect cost reimbursements over the amount
2 20 of indirect cost reimbursements received during the fiscal
2 21 year beginning July 1, 2002, to the office of grants
2 22 enterprise management of the department of management the sum
2 23 of up to one hundred twenty=five thousand dollars. The
2 24 director of revenue and finance shall transfer the funds
2 25 appropriated to the department of management as provided in
2 26 this paragraph and shall make the funds resulting from the
2 27 increase in reimbursements available during the fiscal year to
2 28 the department of management on a monthly basis. If the
2 29 amount of the increase in indirect cost reimbursements is
2 30 insufficient to pay the maximum appropriation provided for in
2 31 this paragraph, the amount appropriated is equal to the amount
2 32 of such increase.
2 33 EXPLANATION
2 34 This bill creates in the department of management the
2 35 grants enterprise management office to develop and administer
3 1 a system to track, identify, and coordinate nonstate funds
3 2 received by the state. The head of this office is a
3 3 facilitator appointed by the director of the department. The
3 4 duties of the facilitator may include developing a plan to
3 5 increase state access to nonstate funding sources, developing
3 6 procedures to formally notify state and local agencies of the
3 7 availability of federal funds, establishing a database for
3 8 grants applied for and received and to track congressional
3 9 activity, providing grant application writing assistance, and
3 10 reviewing other states' funding strategies and methods for
3 11 possible use by this state.
3 12 The funding of up to $125,000 for the grants enterprise
3 13 management office is from the increase in the amount of
3 14 indirect cost reimbursements over the amount of such
3 15 reimbursements received in fiscal year 2002=2003.
