  2    agriculture and land stewardship by providing for the
  3    elimination of administrative requirements.

  1  1    Section 1.  Section 159.5, subsections 12 and 15, Code
  1  2 2003, are amended by striking the subsections.
  1  3    Sec. 2.  Section 161A.11, Code 2003, is repealed.
  1  4                           EXPLANATION
  1  5    This bill eliminates certain administrative requirements
  1  6 performed by the department of agriculture and land
  1  7 stewardship under Code chapters 159 and 161A.
  1  8    Code section 159.5 establishes the department's general
  1  9 powers and duties.  The bill strikes subsection 12, which
  1 10 requires the department to establish and maintain a sheep
  1 11 promotion bureau for purposes beneficial to Iowa's sheep
  1 12 industry, including to increase the consumption of lamb and
  1 13 mutton, increase the use of wool, and provide for the orderly
  1 14 marketing of sheep and wool.  The bill strikes subsection 15,
  1 15 which requires the department to establish a program to
  1 16 regulate water sold in sealed containers for human
  1 17 consumption, including drinking water and ice.  The provision
  1 18 requires the department to adopt rules relating to standards,
  1 19 testing procedures, and recordkeeping requirements.
  1 20    The bill also repeals Code section 161A.11, which requires
  1 21 that the department's soil and water conservation division
  1 22 submit a report to the governor by January 1 of each
  1 23 legislative biennium.  The report must state information about
  1 24 the existence or organization of soil and water conservation
  1 25 districts, including information regarding their acreage and
  1 26 finances.
