  1  4  McKINLEY, HOSCH, KETTERING, SEYMOUR, BEHN, LAMBERTI,
  1  5     SHULL, GASKILL, KRAMER, DRAKE, HOUSER, REHBERG,
  1  6 SCHUERER, TINSMAN, IVERSON, ZIEMAN, LUNDBY, and MILLER
  1  7 A Senate Resolution supporting the nomination of
  1  8    federal court of appeals judicial nominee Miguel
  1  9    A. Estrada.
  1 10    WHEREAS, on May 9, 2001, President George W. Bush
  1 11 nominated Miguel A. Estrada to fill a vacancy on the
  1 12 United States Court of Appeals for the District of
  1 13 Columbia Circuit; and
  1 14    WHEREAS, Mr. Estrada's credentials go uncontested;
  1 15 upon his arrival to the United States as an immigrant
  1 16 from Honduras, he mastered the English language and
  1 17 embraced American culture, and graduated magna cum
  1 18 laude from Columbia University and Harvard Law School;
  1 19 and
  1 20    WHEREAS, more than one and one=half years have
  1 21 passed without a vote on the Senate floor regarding
  1 22 Mr. Estrada's nomination; and
  1 23    WHEREAS, the Senate Judiciary Committee has issued
  1 24 a favorable report to the United States Senate, yet
  1 25 because of partisan politics Democratic Senators
  1 26 threaten to filibuster a Senate floor vote; and
  1 27    WHEREAS, Mr. Estrada has received support from
  1 28 liberal and conservative colleagues alike who attest
  1 29 that he is one of the most brilliant and effective
  1 30 appellate lawyers in the country; and
  2  1    WHEREAS, organizations who support Mr. Estrada
  2  2 include the League of United Latin American Citizens,
  2  3 U.S. Hispanic Chamber of Commerce, Hispanic National
  2  4 Bar Association, Hispanic Business Roundtable, and the
  2  5 Latino Coalition; and
  2  6    WHEREAS, Mr. Estrada would be the first Hispanic in
  2  7 the country to sit on the United States Court of
  2  8 Appeals District of Columbia Circuit, an important and
  2  9 prestigious position within the nation's Courts of
  2 10 Appeals; NOW THEREFORE,
  2 11    BE IT RESOLVED BY THE SENATE, That the Senate of
  2 12 the State of Iowa requests that the United States
  2 13 Senate work to allow a vote on the appointment of Mr.
  2 14 Estrada on the floor of the United States Senate.
