Senate Resolution 178 PAG LIN 1 1 SENATE RESOLUTION NO. 1 2 BY ZIEMAN 1 3 A Resolution requesting the general assembly to pass 1 4 legislation requiring background checks for carnival 1 5 employees. 1 6 WHEREAS, on July 8, 2001, Angela Hyke and her 1 7 daughter Ashley Lucas disappeared from their home in 1 8 Cresco, Iowa; and 1 9 WHEREAS, an investigation by law enforcement 1 10 officials led to the conclusion that the individual 1 11 responsible for the disappearance of Angela and Ashley 1 12 was Clay Thomas, an individual employed as a traveling 1 13 carnival worker who met Angela Hyke while working at 1 14 the Howard County Fair in June of 2001; and 1 15 WHEREAS, a law enforcement background check of Clay 1 16 Thomas indicated he had an extensive criminal history 1 17 background including but not limited to convictions 1 18 for theft, drug possession, and escape from custody, 1 19 as well as parole violations; and 1 20 WHEREAS, Clay Thomas was subsequently arrested and 1 21 convicted for the double murder of Angela and Ashley; 1 22 and 1 23 WHEREAS, Iowa does not currently have a law 1 24 requiring that carnival employees undergo background 1 25 checks; NOW THEREFORE, 1 26 BE IT RESOLVED BY THE SENATE, That the Senate 1 27 requests that the General Assembly consider and pass 1 28 legislation as soon as practicable requiring that all 1 29 persons employed as carnival workers in this state 1 30 pass a criminal history background check as a 2 1 condition of employment at a local county fair or 2 2 other place or activity where carnival workers are 2 3 employed, and that such legislation be referred to as 2 4 the Angela and Ashley Act. 2 5 LSB 7122SS 80 2 6 rh/sh/8
