Senate Resolution 149 PAG LIN 1 1 SENATE RESOLUTION NO. 1 2 BY TINSMAN, MILLER, and BRUNKHORST 1 3 A Resolution requesting the establishment of a 1 4 committee to study and make recommendations 1 5 related to the use of inmate labor for repair or 1 6 improvement projects at state institutions. 1 7 WHEREAS, inmate labor is currently used for repair 1 8 or improvement projects at state institutions if the 1 9 estimated cost of the project is less than $25,000; 1 10 and 1 11 WHEREAS, there is potentially a great need for 1 12 repair or improvement projects at state institutions; 1 13 NOW THEREFORE, 1 14 BE IT RESOLVED BY THE SENATE, That the legislative 1 15 council is requested to establish an interim study 1 16 committee to study and make recommendations regarding 1 17 the use of inmate labor for repair or improvement 1 18 projects at state institutions. The charge of the 1 19 committee shall include, but is not limited to, 1 20 reviewing the overall need for repair or improvement 1 21 projects at state institutions, the types of labor 1 22 necessary to complete any repair or improvement 1 23 projects, and whether inmate labor is capable of 1 24 performing the necessary repair or improvement. The 1 25 committee shall also review the impact on contractors, 1 26 local businesses, and the overall workforce, if inmate 1 27 labor is used on such repairs or improvements at state 1 28 institutions. 1 29 BE IT FURTHER RESOLVED, That the members of the 1 30 committee should include a representative of the 2 1 master builders of Iowa, the associated general 2 2 contractors of Iowa, and the department of 2 3 corrections, a representative of a labor organization, 2 4 and members of the general assembly. 2 5 BE IT FURTHER RESOLVED, That the interim study 2 6 committee shall report its findings and 2 7 recommendations to the general assembly by December 2 8 15, 2004. 2 9 LSB 7028SS 80 2 10 jm/sh/8
