Senate Resolution 123 PAG LIN 1 1 SENATE RESOLUTION NO. ___ 1 2 BY COMMITTEE ON EDUCATION 1 3 (SUCCESSOR TO SSB 3128) 1 4 A Resolution requesting the Legislative Council to 1 5 create an interim study committee to examine options 1 6 for integrating technology to improve student 1 7 achievement. 1 8 WHEREAS, the General Assembly finds that technology 1 9 has a key role in revolutionizing the state's 1 10 education system, and the integration of technology 1 11 into the school curriculum can provide innovative 1 12 learning opportunities to enrich a student's learning 1 13 experiences; and 1 14 WHEREAS, the state in recent years has focused 1 15 state resources on providing teachers and students 1 16 with access to technology for instruction and 1 17 learning; and 1 18 WHEREAS, many Iowa schools are implementing 1 19 technology projects and updating technology in their 1 20 classrooms, including projects involving distance 1 21 learning, virtual learning, and laptop computers in 1 22 the classroom; and 1 23 WHEREAS, technology offers this state a significant 1 24 opportunity to improve the performance of its schools 1 25 and to promote a wide range of high=quality 1 26 educational options utilizing technology for children 1 27 enrolled in the public schools of this state; NOW 1 28 THEREFORE, 1 29 BE IT RESOLVED BY THE SENATE, That the Legislative 1 30 Council is requested to create an interim study 2 1 committee to examine options for integrating 2 2 technology to improve elementary and secondary 2 3 education; and 2 4 BE IT FURTHER RESOLVED, That the interim study 2 5 committee membership shall include, but shall not be 2 6 limited to, members of the General Assembly; 2 7 representatives from the education community, 2 8 including representatives from the Department of 2 9 Education, the area education agency system, local 2 10 school districts, and accredited nonpublic schools; 2 11 and members of the public, including members of the 2 12 business community; and 2 13 BE IT FURTHER RESOLVED, That the committee's charge 2 14 shall be to discover and investigate examples of 2 15 technology that is being used to improve student 2 16 instruction. The committee shall examine the current 2 17 use of technology in Iowa's elementary and secondary 2 18 classrooms, the use of technology in classrooms 2 19 throughout the country, and the costs and benefits of 2 20 its use. The committee shall review issues including, 2 21 but not limited to, the impact of technology on 2 22 student achievement, teacher and student training, 2 23 economic feasibility, equity, infrastructure needs, 2 24 technical support, funding options, curriculum 2 25 delivery and articulation, and classroom management. 2 26 The interim study committee shall develop a statewide 2 27 strategy to integrate technology into the classroom to 2 28 provide innovative learning opportunities for all of 2 29 Iowa's students and shall submit its findings, 2 30 recommendations, and statewide strategy in a report to 3 1 the General Assembly by December 15, 2005. 3 2 LSB 6585SV 80 3 3 kh/pj/5
