Senate Joint Resolution 4 SENATE JOINT RESOLUTION BY KRAMER Passed Senate, Date Passed House, Date Vote: Ayes Nays Vote: Ayes Nays Approved SENATE JOINT RESOLUTION 1 A Joint Resolution proposing redesign of the Medicaid system. 2 WHEREAS, Iowa's current medical assistance program cannot be 3 sustained in a manner that provides care for participants at the 4 current rate of growth as demonstrated by cost increases of more 5 than two percent per enrollee per month for the previous two 6 years; and 7 WHEREAS, Iowans deserve a health care safety net that provides 8 health care that is timely, effective, and responsive to their 9 specific needs; and 10 WHEREAS, Iowans would be better served if the current medical 11 assistance program were redesigned to create insurance=like 12 products that meets their needs; and 13 WHEREAS, Iowans would be better served, at a lower cost to 14 taxpayers, if persons who are at risk of becoming medical 15 assistance recipients due to their income, health, and current 16 insurance status could be identified and insured; and 17 WHEREAS, Iowa's children and families would benefit from the 18 use of a medical home model that links children and families to 19 an ongoing source of medical care that ensures access to and 20 appropriate utilization of medical services including preventive 21 services; and 22 WHEREAS, Iowa's senior population should have more options 23 available to address their health care needs, including home and 24 community=based services and assisted living; NOW THEREFORE, 25 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 TLSB 2909SS 80 2 pf/cl/14 PAG LIN 1 1 Section 1. A unified group including the governor, the 1 2 general assembly, and the department of human services shall 1 3 seek all waivers necessary from the centers for medicare and 1 4 medicaid of the United States department of health and human 1 5 services so that Iowa will become a laboratory for the nation 1 6 in redesigning the medical assistance program. The redesign 1 7 shall provide for such measures as state=funded health care 1 8 spending accounts for families on medical assistance that 1 9 provide incentives for effective health care cost management; 1 10 providing an insurance=like benefit package for those 1 11 individuals with extensive medical needs that emphasizes 1 12 flexible and preventive care through case management; moving 1 13 to an acuity=based reimbursement system for dually eligible 1 14 seniors; and developing an evidence=based pharmaceutical 1 15 program. 1 16 Sec. 2. The department of human services shall adopt 1 17 necessary rules to immediately implement the medical 1 18 assistance program redesign upon receipt of approval from the 1 19 centers for medicare and medicaid of the United States 1 20 department of health and human services. 1 21 EXPLANATION 1 22 This joint resolution relates to redesign of the medicaid 1 23 system. The joint resolution directs a unified group 1 24 including the governor, the general assembly and the 1 25 department of human services to seek all waivers necessary 1 26 from the centers for medicare and medicaid services of the 1 27 United States department of health and human services so that 1 28 Iowa will become a laboratory for the nation in the redesign 1 29 of the medical assistance program.
