                                SENATE JOINT RESOLUTION

  1 A Joint Resolution proposing an amendment to the Constitution of
  2    the State of Iowa to restrict the expenditure of state fees
  3    received from snowmobile registrations.

  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Article VII of the Constitution of the State of Iowa is
  1  4 amended by adding the following new section:
  1  5    SNOWMOBILE REGISTRATION FEES.  SEC. 10.  All revenue
  1  6 derived from state registration fees for snowmobiles shall be
  1  7 used exclusively for the performance and administration of
  1  8 activities and programs related to snowmobiling.
  1  9    Sec. 2.  REFERRAL AND PUBLICATION.  The foregoing proposed
  1 10 amendment to the Constitution of the State of Iowa is referred
  1 11 to the General Assembly to be chosen at the next general
  1 12 election for members of the General Assembly, and the
  1 13 Secretary of State is directed to cause the same to be
  1 14 published for three consecutive months previous to the date of
  1 15 that election as provided by law.
  1 16                           EXPLANATION
  1 17    This joint resolution proposes an amendment to the
  1 18 Constitution of the State of Iowa relating to snowmobile
  1 19 registration fees.  The amendment requires that fees charged
  1 20 by the state for the registration of snowmobiles be dedicated
  1 21 for the performance and administration of snowmobile
  1 22 activities and programs.  The resolution, if adopted, would be
  1 23 referred to the next general assembly before being submitted
  1 24 to the electorate for ratification.
