  1  1    Section 1.  Section 18.115, subsection 4, unnumbered
  1  2 paragraph 2, Code 2003, is amended to read as follows:
  1  3    The state fleet administrator, and any other state agency,
  1  4 which for purposes of this subsection includes but is not
  1  5 limited to community colleges and institutions under the
  1  6 control of the state board of regents, or local governmental
  1  7 political subdivision purchasing new motor vehicles, shall
  1  8 purchase new passenger vehicles and light trucks so that the
  1  9 average fuel efficiency for the fleet of new passenger
  1 10 vehicles and light trucks purchased in that year equals or
  1 11 exceeds the average fuel economy standard for the vehicles'
  1 12 model year as established by the United States secretary of
  1 13 transportation under 15 U.S.C. } 2002.  This paragraph does
  1 14 not apply to vehicles purchased for law enforcement purposes
  1 15 or used for off=road maintenance work, or work vehicles used
  1 16 to pull loaded trailers.
  1 17                           EXPLANATION
  1 18    This bill requires the state fleet administrator, state
  1 19 agencies, and local governmental political subdivisions, when
  1 20 purchasing new passenger vehicles and light trucks, to
  1 21 purchase such vehicles in such a combination that the average
  1 22 fuel efficiency for the new vehicles exceeds the average fuel
  1 23 economy standard for the vehicles' model year as established
  1 24 by the United States secretary of transportation.  Currently,
  1 25 such purchases are required to be made in such a combination
  1 26 that the average fuel efficiency for the new vehicles equals
  1 27 or exceeds the standard.
