Section 260E.7, Code 2003, is amended to read 1 2 as follows: 1 3 260E.7 DEPARTMENT OF ECONOMIC DEVELOPMENT. 1 4 The Iowa department of economic development in consultation 1 5 with the department of education shall coordinate the new jobs 1 6 training program. The Iowa department of economic development 1 7 shall adopt, amend, and repeal rules under chapter 17A that 1 8 the community college will use in developing projects with new 1 9 and expanding industrial new jobs training proposals. The 1 10 department is authorized to make any rule that is adopted, 1 11 amended, or repealed effective immediately upon filing with 1 12 the administrative rules coordinator or at a subsequent stated 1 13 date prior to indexing and publication, or at a stated date 1 14 less than thirty=five days after filing, indexing, and 1 15 publication. The department shall prepare an annual report 1 16 for the governor and general assembly on the activities of the 1 17 industrial new jobs training program. As part of the annual 1 18 report, the department shall report, sorted by community 1 19 college, the administrative costs of all projects under this 1 20 chapter. In relation to moneys borrowed pursuant to section 1 21 260E.6, the report shall also include, sorted by community 1 22 college, the portion of moneys used for administrative 1 23 purposes, the annual itemized expenditures, and any balance 1 24 carried forward from the previous fiscal year. 1 25 EXPLANATION 1 26 This bill relates to the reporting requirements for the 1 27 department of economic development under Code chapter 260E, 1 28 which is the Iowa industrial new jobs training Act. 1 29 The bill requires the department, as part of the annual 1 30 report submitted to the governor and the general assembly, to 1 31 report, sorted by community college, the administrative costs 1 32 of all projects under the chapter. The bill also requires the 1 33 report to include, in relation to moneys borrowed by each 1 34 community college for present costs of new jobs training 1 35 programs, the portion of moneys used for administrative 2 1 purposes, the annual itemized expenditures, and any balance 2 2 carried forward from the previous fiscal year. 2 3 LSB 1835SS 80 2 4 tm/cf/24
