1 An Act relating to the coordination of economic development
2 activities at the institutions of higher learning under the
3 control of the state board of regents.

1 1 Section 1. NEW SECTION. 15.109A BOARD OF REGENTS
1 2 COORDINATOR.
1 3 The department shall create a position to cooperate with
1 4 and assist in the coordination of the economic development
1 5 activities at the institutions of higher learning under the
1 6 control of the state board of regents. The individual shall
1 7 serve as a facilitator between the institutions and businesses
1 8 or prospective businesses; promote linkages among businesses,
1 9 investors, and economic development programs; and assist in
1 10 securing funding for businesses. The individual shall
1 11 inventory, monitor, and evaluate the research, proposed
1 12 projects, inventions, and other results of research at the
1 13 institutions that are in the state's economic interest to
1 14 promote and protect. The individual shall identify projects
1 15 and ideas that the state should claim a proprietary interest
1 16 in, including referrals for patents, licensing, and referrals
1 17 to the department for further development. An emphasis shall
1 18 be placed on developing Iowa=based businesses and locating
1 19 businesses within the state. The individual shall prepare an
1 20 annual report for submission to the governor and the general
1 21 assembly that analyzes and evaluates the ideas, research, and
1 22 projects reviewed and facilitated during the fiscal year. The
1 23 report shall include quantitative information concerning jobs
1 24 created and retained, business start=up activities, retention
1 25 of new businesses, and royalties, licenses, and fees generated
1 26 by these businesses and activities.
1 27 EXPLANATION
1 28 This bill relates to creation of a position within the
1 29 department of economic development to cooperate with and
1 30 assist in the coordination of the economic development
1 31 activities at the institutions of higher learning under the
1 32 control of the state board of regents. The bill requires that
1 33 an emphasis be placed on developing Iowa=based businesses and
1 34 locating businesses within the state. The bill includes an
1 35 annual reporting requirement, which report shall analyze and
2 1 evaluate the ideas, research, and projects reviewed and
2 2 facilitated during the fiscal year and include quantitative
2 3 information concerning jobs created and retained, business
2 4 start=up activities, retention of new businesses, and
2 5 royalties, licenses, and fees generated by these businesses
2 6 and activities.
