  1  1    Section 1.  Section 15F.304, subsection 4, Code 2003, is
  1  2 amended to read as follows:
  1  3    4.  Upon review of the recommendations of the review
  1  4 committee, the board shall approve, defer, or deny the
  1  5 applications.  If an application is approved, the board may
  1  6 shall enter into an agreement with the applicant to provide
  1  7 financial assistance authorized under section 15F.302.  To the
  1  8 extent practicable, the department shall adopt administrative
  1  9 rules detailing procedural rules for the application approval
  1 10 process and substantive rules setting out criteria used in the
  1 11 application evaluation and approval process.
  1 12                           EXPLANATION
  1 13    This bill relates to agreements for financial assistance
  1 14 under the vision Iowa program.
  1 15    The bill provides that, if an application for financial
  1 16 assistance is approved, the vision Iowa board is required to
  1 17 enter into an agreement with the applicant for financial
  1 18 assistance.  The bill requires the department to adopt
  1 19 administrative rules that, to the extent practicable, detail
  1 20 procedural rules for the application approval process and
  1 21 provide substantive rules setting out criteria used in the
  1 22 application evaluation and approval process.
