  1 An Act requiring the department of human services to report
  2    annually concerning the costs and benefits of various
  3    contracted services under the medical assistance program.

  1  1    Section 1.  Section 249A.4, Code 2003, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  16.  Report annually by December 15 to the
  1  4 governor and general assembly with a cost=benefit analysis of
  1  5 the contract for managed care of adult substance abuse and
  1  6 mental health services, any contract for insuring groups or
  1  7 individuals as authorized in subsection 4, any contract for
  1  8 processing and payment of claims as authorized in subsection
  1  9 5, and any other contract for services that were previously
  1 10 managed or performed directly by the department within the
  1 11 ten=year period preceding the issuance date of the report.
  1 12 The report shall include information on the potential costs or
  1 13 cost savings for the department to reassume the management or
  1 14 performance of the contracted services.
  1 15                           EXPLANATION
  1 16    This bill amends Code section 249A.4, relating to the
  1 17 duties of the director of human services under the medical
  1 18 assistance (Medicaid) program, to require an annual report on
  1 19 contracted services.  The report is to provide a cost=benefit
  1 20 analysis of the contract for managed care of adult substance
  1 21 abuse and mental health services, any contract for group
  1 22 health insurance, any contract for health maintenance
  1 23 organization services, and any other contract for Medicaid
  1 24 services that were directly performed or managed by the
  1 25 department during the 10=year period preceding the issuance
  1 26 date of the report.  The report is required to include
  1 27 information on the potential costs or cost savings for the
  1 28 department to assume the management or performance of the
  1 29 contracted services.
