  1 An Act requiring evidence of financial liability coverage for
  2    issuance or renewal of a driver's license.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 321.182, Code 2003, is amended by
  1  2 adding the following new subsection:
  1  3    NEW SUBSECTION.  5.  Upon application for a driver's
  1  4 license or renewal of a driver's license, provide evidence
  1  5 that the applicant is covered as a driver under a motor
  1  6 vehicle owner's policy of liability insurance or other form of
  1  7 financial liability coverage required for operation of a motor
  1  8 vehicle under section 321.20B.  For the purposes of this
  1  9 subsection, "evidence" means a valid liability insurance
  1 10 policy number or other information as determined by the
  1 11 department by rule.  A licensee shall notify the department
  1 12 when the licensee's liability insurance policy number or form
  1 13 of financial liability coverage changes and provide the new
  1 14 evidence of financial liability coverage within thirty days of
  1 15 the change.
  1 16                           EXPLANATION
  1 17    This bill requires an applicant for a driver's license or
  1 18 for renewal of a driver's license to provide evidence that the
  1 19 applicant has financial liability coverage as a driver of a
  1 20 motor vehicle.  The licensee must provide new evidence of
  1 21 financial liability coverage within 30 days of a change in the
  1 22 licensee's liability insurance policy number or form of
  1 23 financial liability coverage.  The state department of
  1 24 transportation is required to establish by rule the types of
  1 25 evidence, in addition to a valid liability insurance policy
  1 26 number, which would satisfy the requirement.
