1 An Act relating to evaluator requirements and compensation for
2 evaluator training for school administrators under the student
3 achievement and teacher quality program.

1 1 Section 1. Section 284.2, subsection 6, Code 2003, is
1 2 amended to read as follows:
1 3 6. "Evaluator" means an administrator or other a
1 4 practitioner licensed under chapter 272 who successfully
1 5 completes an evaluator training program pursuant to section
1 6 284.10 or an administrator who holds an evaluator license
1 7 issued on or before July 1, 2003, pursuant to section 272.33,
1 8 Code 2003.
1 9 Sec. 2. Section 284.4, subsection 1, paragraph e, Code
1 10 2003, is amended to read as follows:
1 11 e. Adopt a teacher evaluation plan that, at minimum,
1 12 requires a performance review of teachers in the participating
1 13 district at least once every three years based upon the Iowa
1 14 teaching standards and individual career development plans,
1 15 and requires administrators to complete evaluator training in
1 16 accordance with section 284.10.
1 17 Sec. 3. Section 284.10, subsection 2, Code 2003, is
1 18 amended to read as follows:
1 19 2. An administrator A practitioner licensed under chapter
1 20 272 who conducts evaluations of teachers for purposes of this
1 21 chapter shall complete the evaluator training program. A
1 22 practitioner licensed under chapter 272 who is not an
1 23 administrator may enroll in the evaluator training program.
1 24 Enrollment preference shall be given to administrators. Upon
1 25 successful completion, the provider shall certify that the
1 26 administrator or other practitioner is qualified to conduct
1 27 evaluations for employment, make recommendations for
1 28 licensure, and make recommendations that a teacher is
1 29 qualified to advance from one career path level to the next
1 30 career path level pursuant to this chapter. Certification is
1 31 for a period of five years and may be renewed.
1 32 Sec. 4. Section 284.10, subsection 3, Code 2003, is
1 33 amended by striking the subsection.
1 34 EXPLANATION
1 35 This bill eliminates Code provisions that require an
2 1 administrator to complete an evaluator training program under
2 2 the student achievement and teacher quality program, Code
2 3 chapter 284.
2 4 In the definition of "evaluator", the bill replaces a
2 5 reference to an administrator who successfully completes an
2 6 evaluator training program with language that includes in the
2 7 definition a practitioner who completes the training or an
2 8 administrator who holds an evaluator license issued prior to
2 9 July 1, 2003. The bill also eliminates a requirement that
2 10 teacher evaluation plans include a requirement that an
2 11 administrator complete evaluator training.
2 12 The Code allocates from an appropriation from the general
2 13 fund of the state for purposes of the program the amount of
2 14 $1,000 to compensate each administrator who completes
2 15 evaluator training prior to July 1, 2004. The bill eliminates
2 16 this allocation.
