1 1 Section 1. Section 8A.321, subsection 7, Code Supplement
1 2 2003, is amended by adding the following new unnumbered
1 3 paragraph:
1 4 NEW UNNUMBERED PARAGRAPH. In the construction of any new
1 5 building owned by the state, a geothermal heating and cooling
1 6 system shall be installed if the repayment time is estimated
1 7 to be less than fifteen years. The requirements of this
1 8 paragraph may be waived if, upon application by the department
1 9 of administrative services, the department of natural
1 10 resources finds good cause for waiving the requirement. For
1 11 purposes of this paragraph, "repayment time" means the amount
1 12 of time it takes for the total savings accumulated due to the
1 13 installation of an energy=efficient heating and cooling system
1 14 to equal the cost of installation.
1 15 Sec. 2. Section 473.19, Code 2003, is amended by adding
1 16 the following new unnumbered paragraph:
1 17 NEW UNNUMBERED PARAGRAPH. Financial assistance for the
1 18 installation of energy=efficient heating and cooling systems
1 19 shall not be given pursuant to this section unless
1 20 consideration is given for the installation of a geothermal
1 21 heating and cooling system and the repayment time for any
1 22 installed energy=efficient heating and cooling system is
1 23 estimated to be less than fifteen years. For purposes of this
1 24 paragraph, "repayment time" means the amount of time it takes
1 25 for the total savings accumulated due to the installation of
1 26 an energy=efficient heating and cooling system to equal the
1 27 cost of installation.
1 28 EXPLANATION
1 29 This bill relates to the installation and use of energy=
1 30 efficient heating and cooling systems.
1 31 The bill provides that in the construction of any new
1 32 building owned by the state, a geothermal heating and cooling
1 33 system shall be installed if the repayment time is estimated
1 34 to be less than 15 years. The bill provides that this
1 35 requirement may be waived if, upon application by the
2 1 department of administrative services, the department of
2 2 natural resources finds good cause for waiving the
2 3 requirement.
2 4 The bill provides that financial assistance for the
2 5 installation of energy=efficient heating and cooling systems
2 6 shall not be given pursuant to the energy bank program unless
2 7 consideration is given for the installation of a geothermal
2 8 heating and cooling system and the repayment time for any
2 9 installed energy=efficient heating and cooling system is
2 10 estimated to be less than 15 years.
2 11 The bill provides that "repayment time" means the amount of
2 12 time it takes for the total savings accumulated due to the
2 13 installation of an energy=efficient heating and cooling system
2 14 to equal the cost of installation.
